About this file
This is an evaluation criteria document for Metro's Transaction and Use Tax Revenue Forecast and Recovery Services request for proposal. The RFP seeks qualified firms to provide sales tax auditing, recovery, and forecasting services on both a contingency and fixed-fee basis. Proposers must demonstrate a minimum of five years of experience analyzing and forecasting municipal and state revenue sources, including local district add-on taxes, Bradley Burns taxes, and Internet sales taxes. The evaluation process occurs in two phases: Phase I consists of pass/fail minimum qualifications requirements, and Phase II applies weighted evaluation criteria to responsive proposals. Key service components include organizing sales tax revenue data, producing forecasts based on microeconomic factors, identifying additional sales taxes owed to Metro, collecting delinquent taxes, and coordinating a transition from the current provider.
The price proposal comprises 30 percent of the total evaluation score and is divided into two components: recovery services, weighted at 95 percent of the price score, structured as a contingency fee based on a percentage of revenues recovered and verified by the California Department of Tax and Fee Administration; and forecasting services, weighted at 5 percent of the price score, structured as a fixed annual price. Proposers must also provide a notarized affidavit from an authorized representative confirming compliance with Revenue and Taxation Code section 7056 regarding conflicts of interest with retailers. The overall evaluation criteria weightings are as follows: Qualification of Firm (25 percent), Qualification of Staff (10 percent), Work Plan and Project Organization (35 percent), and Price Proposal (30 percent). The proposer with the lowest price proposal will receive the maximum price score, which is then factored into the final evaluation score calculation.
