DIVISION 01 – GENERAL REQUIREMENTS
01010 - SCOPE OF WORK
PART 1 – GENERAL
1.1 – Definitions
Contractor – the successful bidder who is awarded the contract.
Government – the Contracting Officer (CO) or designated Contracting Officer’s Representative (COR) of the Coronado National Forest.
1.2 – Description
Contractor shall furnish all materials, equipment, transportation, labor, supervision, and other associated work necessary to complete work according to the specifications.
The work associated with this project is to rehabilitate two structures at the Canelo Work Center, the Small House (Ranger House) and Big House (Residence). Rehabilitating these buildings will facilitate their inclusion into the Cabin Rental Program. Bringing the buildings up to public use standards will require internal and external rehabilitation.
Scope of work includes:
Big House (Residence)
• Demolition and Remodel Bathroom
• Removal of existing flooring and retiling of Kitchen floor
• Removal of existing climate control system equipment and converting to HVAC Ductless split unit system
• Removal and Replacement of damaged exterior wood gable ends, siding and fascia.
• Removal and Replacement of gutters and downspouts Small House (Ranger House)
• Demolition and Remodel Bathroom
• Removal of existing climate control system equipment and converting to HVAC Ductless split unit system
*All electrical, plumbing, sheetmetal, etc. work shall be considered incidental to the replacement of the bathroom and climate control system equipment. Other infrastructure (including, but not limited to duct work, registers, thermostats, etc.) shall remain in place as part of the system to the maximum extent possible.
1.3 – Location and Conditions
Work will take place at the Canelo Work Center which is located southeast of the town of Sonoita and is within the Sierra Vista Ranger District of the Coronado National Forest in Santa Cruz County, Arizona. The Work Center may be accessed by using State Highway 83 which begins at Exit 281 off I-10. Travel south approximately 43 miles on AZ 83 to Membrillo Lane, a two-lane dirt road. Take Membrillo Lane north approximately ¾ mile to arrive at canelo Work Center. Legal description: Township 22S, Range 18E, and Section 4.
The coordinates for the site are Latitude: 31.551853° and the Longitude: -110.516512 °.
It will be the Contractor’s responsibility to familiarize themselves with the existing conditions and notify the Government of any discrepancies shown in these documents.
For delivery of materials and other construction-related items, the Contractor shall coordinate with Contracting Officers Representative (COR) and is advised to determine safe vehicle lengths and load limits for roads that access the site.
1.4 – Schedule
A pre-work meeting for clarification of the project will be held if needed or desired by either the contractor or the Government
A schedule for all work must be submitted to and approved by the Government prior to construction beginning.
The Contractor shall notify the Forest Service three (3) days in advance of any survey work and seven (7) days in advance of any construction work.
All work shall be completed within 90 days of award.
1.5 – Contract Administration
The Contractor shall be fully responsible for seeing that construction activities conform to the specifications and provisions of this contract. The Government will provide timely reviews as requested by the Contractor and may periodically review work at any time.
Construction quality control shall include supplying all the personnel, equipment, and documentation necessary to ensure that construction is completed in compliance with the specifications and provisions of the contract.
The Contractor shall clearly stake limits of construction and maintain marks throughout construction. The Government will review all staking.
1.6 – Quality of Work
The products listed in the specifications are preferred products chosen for building compatibility and quality. However, equal or better alternatives submitted by the Contractor will be considered and are encouraged.
Use recovered materials, recyclable materials, and environmentally preferable products and services where possible as per Executive Order 13423.
1.7 – Codes and Standards
Codes and standards of the following associations and listed publications will become part of this contract:
1. International Building Code (IBC)
2. National Electrical Code (NEC)
3. National Electrical Manufacturers Association (NEMA)
4. Underwriters' Laboratories, Incorporated (UL)
5. International Mechanical Code (IMC)
6. International Fire Code (IFC)
7. Americans with Disability Act Standards (ADA) for Accessible Design

9. American Society for Testing and Materials (ASTM)

All materials, workmanship, and designs shall meet specified requirements of the standards referenced in this section and other local or state codes, related to this type of work, whichever is more stringent.
If a particular item is not covered by a standard, it shall be proven by certified test by a reputable laboratory to be capable of performing satisfactorily, at no additional cost to the Government.
1.8 – Special Construction Requirements
Upon completion of the project, all demolished improvements and other construction materials shall be removed from Government land and disposed of in accordance with State and County standards.
All site features to remain shall be protected from damage during the project. Any damage to site features shall be repaired to their original condition at the cost of the Contractor.
Construction Access and Protection: The Contractor shall be responsible for securing the project area from the public and government personnel. This includes providing the necessary security for protection of the Contractor's materials, equipment, tools and work until final acceptance by the Government. The Contractor shall also provide sufficient signs, barriers, barricades, markers, etc. to warn of hazardous conditions and to protect people from injury.
Equipment and Material Storage: The Contractor shall obtain permission from the Government for equipment and material storage, and for other areas needed for construction.
Utilities: Electricity and water are available on site.
1.9 – Contract Closeout
Remove temporary facilities and provide final cleaning and touch-up. Restore portions of buildings, site improvements, landscaping, and other items damaged by construction operations to the satisfaction of the Government at no additional expense to the Government.

01020 – MEASUREMENT & PAYMENT
1.1 – Measurement & Payment
Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered incidental to the completion of the items shown and no separate payment will be made.

1.1 - Summary
Section Includes: Preparatory work and operations, including those necessary to the movement of personnel, equipment, supplies and incidentals to the project site; and for other work and operations which must be performed or costs incurred prior to beginning work on the various items on the project site. This specification does not include moves between project sites.

01050 – SUBMITTALS
PART 1 – REQUIREMENTS
1.1 - General
It will be the Contractor's responsibility to submit all items with such promptness as to cause no delay in the work. Approvals must be obtained before starting work which involves the item. Contractor shall allow 5 days for processing of submittals by the Government. Submittals may also be referred to as shop drawings.
PART 2 – MANUFACTURER’S LITERATURE AND SHOP DRAWINGS
2.1 - Description
The Contractor shall submit one copy of all submittals to the Government for approval on the items required herein. For each submittal, the Contractor must receive written approval from the Government to use the item before incorporating it into the project work. Literature must be marked or otherwise designated to show the exact model, size, etc. the Contractor proposes to use. Information must be adequate to determine compliance with the specifications. Approvals must be received for products differing from those described in the Government-supplied specifications.
2.2 - Products
Certificates of compliance are required for the following:

DIVISION 02 – SITE WORK
02010 – DEMOLITION
1.1 – Description
The work of this section consists of the following:
Big House
• Demolition of bathroom (flooring, tub, shower, toilet, sink, cabinet, existing plumbing fixtures, existing lighting fixtures).
• Removal of existing kitchen flooring.
• Removal of existing climate control system. The climate control system is comprised of a natural gas wall heater.
• Removal of damaged exterior wood gable ends, siding and fascia.
• Removal of existing gutters and downspouts.
Small House
• Demolition of bathroom (flooring, shower stall wall, toilet, sink, cabinet, existing plumbing fixtures, existing lighting fixtures).
• Removal of existing climate control system. The climate control system is comprised of a baseboard heaters.
PART 2 – PRODUCTS
2.1 – Not Used
PART 3 – EXECUTION
3.1 - Preparation
Coordinate removal work with the Government.
3.2 – Protection
Protect existing structures and features not required to be removed by construction from damage or displacement.
3.4 – Removal
A. All facilities and materials scheduled for demolition must be completely removed off Government lands and disposed of legally by the Contractor.
B. Removal of climate control system components shall be performed in accordance with industry standards and by licensed professionals in good standing with the state.
C. All work shall be performed in a workman like manner, to the quality and standard of the industry. Contractor shall be an experienced firm that has expertise in demolition work similar in material and extent to that indicated for this Project.

DIVISION 06 – WOOD AND PLASTICS
06220 – EXTERIOR FINISH AND SIDING
1.1 – Types of Work
The work in this section consists of methods and materials for use in replacing of damaged exterior wood gable ends, siding, soffits and fascia. Below are estimated quantities of wood to be replaced:
1. Approximately 120 LF of 10" X 1" (Gable)
2. Approximately 640 LF of 4" X 1" (Gable)
3. Approximately 120 LF of 6" X ¾" (Fascia)
4. Approximately 50 LF of 4" X 4" (Architectural Feature)
Quantities and types are estimated and do not account for all material to be replaced. The Contractor shall field verify all dimensions, sizes and quantities prior to ordering materials.
1.2 – Submittals
A. Product Data: Submit manufacturer's specification and installation instructions for each item of factory-fabricated siding.
B. Samples: Contractor shall submit sample of siding to Contracting Officer (CO) for approval, along with appropriate guarantees or warranties where required.
1.3 – Wood Product Quality Standards
A. Softwood Lumber Standards: Comply with PS 20 and with applicable grading rules of the respective grading and inspecting agency for the species and product indicated.
B. Plywood Standard: Comply with PS 1/ANSI A199.1.
C. Hardboard Siding Standards: Comply with PS 60 siding.
PART 2 – PRODUCTS
2.1 – Materials – General
A. Match existing lumber size and type.
B. Provide dressed or worked and dressed lumber, as applicable, manufactured to the actual sizes as required by PS 20 or to actual sizes and patterns as shown, unless otherwise indicated.
C. Moisture content of Softwood Lumber: Provide seasoned (KD) lumber having a moisture content from time of manufacture until time of installation not greater than values required by the applicable grading rules of the respective grading and inspecting agency for the species and product indicated.
2.2 – Lumber for Painted Finish
A. At Contractor's option, use pieces, which are either glued-up lumber or made of solid lumber stock.
B. For exterior finish carpentry work use glued-up lumber complying with PS 56 for "wet use" and certified so by respective grading and inspecting agency for species and product indicated.
2.3 – Standing and Running Trim for Painted Finish
A. Any western softwood species graded and inspected by WWPA complying with following requirements:
1. Idaho white pine – Choice.
2. Douglas fir, hemlock, or ponderosa pine - C-Select.
2.4 – Exterior Siding
A. Douglas-fir, Larch Siding:
1. WWP grade No. 2 common, 1" X 8" tongue and groove.
2. Rough Surface.
3. Shipped 15 percent moisture content.
B. Felt Underlayment: ASTM D 226, 15-lb. type.
C. Fasteners: Aluminum or hot-dipped zinc-coated siding or common nails, 8d where siding attached directly to studs, 10d where applied over sheathing.
PART 3 – EXECUTION
3.1 – General (Siding) & Installation
A. Condition finish carpentry to average prevailing humidity conditions in installation areas before installation, for a minimum of 24 hours.
B. Prime and back-prime lumber for painted finish exposed on the exterior. Comply with manufacturer requirements for surface preparation and application.
C. Install finish carpentry level, plumb, true, and aligned with adjacent materials. Use concealed shims where required for alignment. Scribe and cut finish carpentry to fit adjoining work. Refinish and seal cuts.
D. Standing and Running Trim: Install with minimum number of joints practical, using full-length pieces from maximum lengths of lumber available. Stagger joints in adjacent and related trim. Cope at returns and miter at corners.
E. Siding: Install siding and flashing according to manufacturer's written recommendations. Do not allow nails to penetrate more than one thickness of siding, unless otherwise recommended by siding manufacturer. Seal joints at inside and outside corners and at trim locations.
F. Repair damaged or defective finish carpentry where possible to eliminate functional or visual defects. Where not possible to repair, replace finish carpentry.
Adjust joinery for uniform appearance.
G. Install and secure siding ensuring level and plumb in the patterns to match existing.
H. Nail wood sheathing, increase nail size as necessary to penetrate insulating sheathing and minimum 1 inch; into framing
I. Ensure final siding installation is sealed and weatherproof.
J. Prime or finish cut edges and ends of siding materials to match balance of siding prior to installation.
K. Caulk joints at interior corners, window and door trim, and elsewhere as necessary for watertight installation.
L. Start nailing at one end of the siding and nail toward the other end. Do not nail from each end toward the center.
M. Avoid pulling siding out of line at nailing points by driving nails with excessive force.
N. Space butt joints minimum of 1/8 inch and install butt joint covers. Nail top and bottom at each side of butt joint.
O. Do not force or spring siding into place.
P. Use caulking compound at any joints subject to leaking.

DIVISION 07 – THERMAL AND MOISTURE PROTECTION
07631 - GUTTERS AND DOWNSPOUTS
1.1 - Summary
Section Includes: Furnishing and installing gutters and downspouts. Gutters shall match historical features of the structures. Archeologists shall provide guidance.
1.2 - Submittals
A. Manufacturer's Literature: Submit a copy of the manufacturer's descriptive data for gutters and downspouts to be used on this project.
B. Shop Drawings: Submit a copy of shop drawings for the gutters and downspouts to be used on this project. Shop drawings shall indicate the complete layout with dimensions, gauge of material, connections, fastening methods, and other details as necessary to present a complete drainage system.
1.3 – Quality Assurance
Failure Criteria: Not limited to the following:
1. Rusting.
2. Joint leaking.
3. Metal pulling loose from subsurface attachment.
1.4 – Delivery, Storage, and Handling
Storage: Crated materials shall not be uncrated until ready for use. Store materials in dry, weather-tight, ventilated areas until immediately before installation.
PART 2 – PRODUCTS
2.1 - Materials
A. Gutter: 5-6 inch Half-Round Style Aluminum Gutter. Shall be according to ASTM A
525. Twenty-four gauge minimum material, factory-marked to permit identification.
Maximum available lengths. Single pieces less than 8 feet long may be used to connect to factory-fabricated corners, and at ends of runs. Approximately 80 LF to be installed.
B. Downspouts: Aluminum Downspout 24-gauge minimum material. Shall match Half- Round Gutter. 5 downspouts. Approximately 50 LF.
C. Fasteners: Half-Round Style Aluminum Gutter Hangers to correspond with gutter.
Aluminum drive, rack and key system to attach downspouts to building.
D. Accessories: Aluminum mitered corners, end caps, outlets, brackets and other accessories necessary for installation.
C. Solder: Shall be according to ASTM B 486.
D. Flux: Consistent with solder, acid type.
2.2 - Fabrication
Requirements: Shall be according to SMACNA Manual.
PART 3 – EXECUTION
3.1 - Installation
A. Gutters: Gutters shall be supported by hangers maximum 24 inches O.C. that permit free thermal movement of the gutter. Hangers shall be attached to the building per manufacturer’s recommendations. Gutters shall be completed with mitered corners, end caps, outlets, brackets and other accessories necessary for installation. The outer edge of gutter shall be beaded or reinforced with a stiffening bar not less than 3/4 x 3/16 inch of material compatible with gutter. The sections shall be lapped a minimum of 1-1/2 inches in the direction of flow. Gutters shall be joined by riveted and soldered joints. Expansion-type slip joints shall be provided midway between outlets. Install gutters below slope line of the roof so that snow and ice can slide clear. Gutters shall be adjusted to slope uniformly to outlets, minimum pitch 1/8 inch per foot with high points occurring midway between outlets.
B. Downspouts: Downspouts shall be provided in maximum lengths; end joints shall telescope not less than 1/2 inch, and longitudinal joints shall be locked. Downspouts shall be kept not less than one inch away from walls. Use drive, rack, and key system per manufactures recommendations to attach downspouts to buildings.

1.1 – Summary
The work in this section consists of methods and materials for use in replacing of kitchen flooring, bathroom flooring, bathroom decorative half-wall and shower walls with ceramic tile.
A. Big House
1. Kitchen: 110 ft2
2. Bathroom floor and shower stall: 70 ft2
3. Bathroom Decorative half-wall: 100 ft2
4. Shower Walls: 80 ft2

ii. Bathroom Decorative half-wall and Shower Walls: Daltile Restore 3

2. Assembled samples with grouted joints for each type, composition, color, and finish of tile.

C. Extend tile work into recesses and under or behind equipment and fixtures to form complete covering without interruptions, unless otherwise indicated. Terminate work neatly at obstructions, edges, and corners without disrupting pattern or joint alignments.
D. Accurately form intersections and returns. Perform cutting and drilling of tile without marring visible surfaces. Grind cut edges of tile abutting trim, finish, or built-in items. Fit tile closely to electrical outlets, piping, fixtures, and other penetrations so plates, collars, or covers overlap tile.
E. Jointing Pattern: Lay tile in grid pattern, unless otherwise indicated. Align joints when adjoining tiles on floor, base, walls, and trim are same size. Lay out tile work and center tile fields in both directions in each space or on each wall area. Adjust to minimize tile cutting. Provide uniform joint widths, unless otherwise indicated.
F. Lay out tile wainscots to next full tile beyond dimensions indicated.
G. Expansion Joints: Locate expansion joints and other sealant-filled joints during installation of setting materials, mortar beds, and tile. Do not saw-cut joints after installing tiles.
1. Locate joints in tile surfaces directly above joints in concrete substrates.
2. Prepare joints and apply sealants to comply with manufacturer requirements.
H. Grout tile to comply with requirements of ANSI A108.10, unless otherwise indicated.

3.1 – Application
A. Comply with procedures specified in PDCA P4 for inspection and acceptance of surfaces to be painted.
B. Coordination of Work: Review other Sections in which primers are provided to ensure compatibility of the total system for various substrates. On request, furnish information on characteristics of finish materials to ensure use of compatible primers.
C. Remove hardware and hardware accessories, plates, machined surfaces, lighting fixtures, and similar items already installed that are not to be painted. If removal is impractical or impossible because of size or weight of the item, provide surface-applied protection before surface preparation and painting.
1. After completing painting operations in each space or area, reinstall items removed using workers skilled in the trades involved.
D. Surface Preparation: Clean and prepare surfaces to be painted according to manufacturers written instructions for each particular substrate condition and as specified.
1. Provide barrier coats over incompatible primers or remove and reprime.
2. Cementitious Materials: Remove efflorescence, chalk, dust, dirt, grease, oils, and release agents. Roughen as required to remove glaze. If hardeners or sealers have been used to improve curing, use mechanical methods of surface preparation.
3. Wood: Clean surfaces of dirt, oil, and other foreign substances with scrapers, mineral spirits, and sandpaper, as required. Sand surfaces exposed to view smooth and dust off.
i. Scrape and clean small, dry, seasoned knots, and apply a thin coat of white shellac or other recommended knot sealer before applying primer. After priming, fill holes and imperfections in finish surfaces with putty or plastic wood filler. Sand smooth when dried.
ii. Prime, stain, or seal wood to be painted immediately on delivery.
Prime edges, ends, faces, undersides, and back sides of wood, including cabinets, counters, cases, and paneling.
iii. If transparent finish is required, backprime with spar varnish.
iv. Backprime paneling on interior partitions where masonry, plaster, or other wet wall construction occurs on back side.
v. Seal tops, bottoms, and cutouts of unprimed wood doors with a heavy coat of varnish or sealer immediately on delivery.
E. Material Preparation:
1. Maintain containers used in mixing and applying paint in a clean condition, free of foreign materials and residue.
2. Stir material before application to produce a mixture of uniform density. Stir as required during application. Do not stir surface film into material. If necessary, remove surface film and strain material before using.
F. Exposed Surfaces: Include areas visible when permanent or built-in fixtures, grilles, convector covers, covers for finned-tube radiation, and similar components are in place. Extend coatings in these areas, as required, to maintain system integrity and provide desired protection.
1. Paint surfaces behind movable equipment and furniture the same as similar exposed surfaces. Before final installation of equipment, paint surfaces behind permanently fixed equipment or furniture with prime coat only.
2. Paint interior surfaces of ducts with a flat, nonspecular black paint where visible through registers or grilles.
3. Paint back sides of access panels and removable or hinged covers to match exposed surfaces.
4. Finish exterior doors on tops, bottoms, and side edges the same as exterior faces.
G. Sand lightly between each succeeding enamel or varnish coat.
H. Scheduling Painting: Apply first coat to surfaces that have been cleaned, pretreated, or otherwise prepared for painting as soon as practicable after preparation and before subsequent surface deterioration.
1. Omit primer over metal surfaces that have been shop primed and touchup painted.
2. If undercoats, stains, or other conditions show through final coat of paint, apply additional coats until paint film is of uniform finish, color, and appearance.
I. Application Procedures: Apply paints and coatings by brush, roller, spray, or other applicators according to manufacturer's written instructions.
J. Minimum Coating Thickness: Apply paint materials no thinner than manufacturer's recommended spreading rate. Provide total dry film thickness of the entire system as recommended by manufacturer.
K. Mechanical and Electrical Work: Painting of mechanical and electrical work is limited to items exposed in equipment rooms and occupied spaces.
L. Block Fillers: Apply block fillers to concrete masonry block at a rate to ensure complete coverage with pores filled.
M. Prime Coats: Before applying finish coats, apply a prime coat, as recommended by manufacturer, to material that is required to be painted or finished and that has not been prime coated by others. Recoat primed and sealed surfaces where evidence of suction spots or unsealed areas in first coat appears, to ensure a finish coat with no burn-through or other defects due to insufficient sealing.
N. Pigmented (Opaque) Finishes: Completely cover surfaces as necessary to provide a smooth, opaque surface of uniform finish, color, appearance, and coverage.
Cloudiness, spotting, holidays, laps, brush marks, runs, sags, ropiness, or other surface imperfections will not be acceptable.
O. Transparent (Clear) Finishes: Use multiple coats to produce a glass-smooth surface film of even luster. Provide a finish free of laps, runs, cloudiness, color irregularity, brush marks, orange peel, nail holes, or other surface imperfections.
P. Stipple Enamel Finish: Roll and redistribute paint to an even and fine texture. Leave no evidence of rolling, such as laps, irregularity in texture, skid marks, or other surface imperfections.
3.2 – Cleaning and Protecting
A. At the end of each workday, remove empty cans, rags, rubbish, and other discarded paint materials from Project site.
B. Protect work of other trades, whether being painted or not, against damage from painting. Correct damage by cleaning, repairing or replacing, and repainting, as approved by Architect.

ii. Where type, grade or class is not indicated, provide proper selection as determined by installer for installation requirements, and comply with governing regulations and industry stand.
2. Pipe/Tube Fittings:
i. Provide factory-fabricated fittings of type, materials, grade, class and pressure rating indicated for each service and pipe size.
ii. Provide sizes and types matching pipe, tube, valve or equipment connection in each case.
iii. Where not otherwise indicated, comply with governing regulations and industry standards for selections, and with pipe manufacturer's recommendations where applicable.
2.3 – Supports, Hangers and Shields
A. Provide factory-fabricated horizontal-piping hanger and supports complying with MSS SP-58 selected by installer to suit horizontal-piping system, in accordance with MSS
SP-69.
B. Use only one type by one manufacturer for each piping service.
C. Select size of hanger and support to exactly fit pipe size for bare piping, and to exactly fit around piping insulation with saddle or shield for insulated piping.
D. Provide protection shields to prevent crushing of insulation.
E. Provide copper-plated hangers and supports for bare copper-piping system.
2.4 – Drainage Piping Products
A. General:
1. Provide factory-fabricated drainage piping products of size and type indicated.
2. Where not indicated, provide proper selection as determined by installer to comply with installation requirements and governing regulations.
2.5 – Plumbing Fixtures
