About this file

This is a Technical Specifications document (Exhibit 1) from the Oregon Department of Transportation for a crack sealing project on Interstate 84 in District 13. The project involves repairing and resealing cracks in flexible pavements along I-84 from mile post 254.5 to 269.5 in both eastbound and westbound lanes, covering approximately 258,000 linear feet. The work must commence after March 1, 2025, with final completion by June 20, 2025. The contractor must supply all labor, equipment, machinery, materials, and traffic control, with capability to prepare and seal approximately 10,000 linear feet per 10-hour shift. A pre-construction meeting is required, but no pre-bid conference is necessary.

The technical specifications require the contractor to use approved sealant materials from the QPL, with mixing and heating between 280-400 degrees Fahrenheit. Traffic control must accommodate freight mobility standards with 22-foot horizontal clearance for oversized loads, allowing delays up to 20 minutes. The contractor must mark completed quantities in half-mile sections and seal cracks 1/8 inch or wider, excluding alligator areas. All work must comply with the 2024 Oregon Standard Specifications for Construction, and the Project Manager for this section is Brian Wiggins.

http://www.oregon.gov/ODOT/HWY/SPECS/Pages/standard_specifications.aspx Section 00746 - Crack Sealing Flexible Pavements

Comply with Section 00746 of the Standard Specifications modified as follows:

Description

00746.00 Scope – Replace paragraph with:

Work of this contract consists of supplying all labor, material, equipment, machinery, and traffic control for repairing and resealing cracks in flexible pavements at locations designated by the Project Manager. Crew size will be the contractor’s option, but the crew must be able to prepare and seal approximately 10,000 linear feet per 10-hour shift.

Materials

00746.10 Sealants – Furnish all sealant materials for crack repair of flexible pavements that is approved in the QPL. Before beginning work, furnish a complete written statement of origin, composition and manufacturer of materials that are to be used.

Equipment

00746.20 Equipment - Replace paragraph with:

Use proper sealing equipment for the specific material listed according to the manufacturer's recommendations. The equipment for sealing compounds shall be a melting kettle of the double boiler, indirect heating type, using oil as a heat-transfer medium. The kettle shall be an effective, mechanically operated agitator equipped with a positive, thermostatic temperature control. All equipment and installation procedures are subject to prior approval of the ODOT Section Manager/Project Manager.

Construction

00746.40 General - Revise: 00225.01 (C): For this contract, refer only to the bulleted item: ODOT “Oregon Temporary Traffic Control Handbook for…”

ADD THE FOLLOWING PARAGRAPHS:

Traffic control for this contract shall be set-up in 2-separate work zones to meet Freight Mobility standards. Traffic cones for the lane joint work zone shall be placed to the right of centerline far enough to allow for 22’ of horizontal clearance to accommodate oversized load movement in the travel lane.

The contractor shall be able to accommodate all loads, including oversize loads. Work equipment and traffic control devices must be able to be moved quickly to enable a load that approaches the work zone unannounced to be waved through. Waved through means that for width, length or weight the work equipment and traffic control devices can be moved (and there is an understanding that it would be) if a permitted vehicle comes to the work zone the contractor shall provide the required clear distance. This may result in a slight delay to the oversize load or the traffic behind the load. It is okay to have a slight delay up to 20 minutes if the load can get through the work zone.

Contractor shall notify property owners 24 hours prior to any work that will interfere with or restrict the use of their property or improvements, such as but not limited to driveways, mailboxes, and utilities.

00746.41 Mixing and Heating - Follow the manufacturer's recommendations for application. Mix and heat the sealant materials to a minimum temperature of 280-degree F. Do not heat the material above 400-degree F.

Contractor shall seal cracks 1/8” or wider. “Alligator” areas shall not be sealed.

00746.43 Cleaning and Sanding – Add the following paragraph: The Contractor shall be responsible for cleanup and removal/disposal of all materials used on the project, including all containers of crack sealant materials. Left over materials and containers, (including but not limited to items classified as “hazardous materials”), that are designated as excess or refuse by the State Project Manager shall become the property of the Contractor and disposed of in accordance with all local, State, and federal guidelines.
