Exhibit 1: MBE, VSBE, and SBR Research Factors
This document is an exhibit related to the Maryland Governor's Office of Crime Prevention and Policy's procurement for a Prison Report Consultant position. The exhibit establishes research factors and evaluation criteria for minority business enterprise (MBE), veteran-owned small business enterprise (VSBE), and small business reserve (SBR) participation in the contract opportunity. The document outlines the methodologies and benchmarks used to determine participation goals and contractor eligibility for these socioeconomic classifications within the context of the consultant study examining systemic gaps in policies within the Maryland adult prison system intended to reduce violence and deaths.
The exhibit specifies the research-based factors and data sources utilized to establish MBE, VSBE, and SBR set-asides and participation requirements for this procurement. These classifications impact contractor eligibility, scoring considerations, and potential award preferences in the solicitation process. The document serves as supporting documentation demonstrating how Maryland has determined the feasibility and appropriateness of including these socioeconomic set-asides in the consultant contract opportunity, ensuring compliance with applicable state and federal small business utilization policies and requirements.
