1 Section 1 – Introduction

This document specifies space requirements unique to the National Labor Relations Board’s field offices. It is also a guide describing agency space requirements enabling General Services Administration (GSA) to procure the correct amount and type of space from a responsible source in a location that will meet the current mission needs of the agency.

1.1 Purpose:

This document contains scoping and technical requirements for the agency’s regional office space. These requirements are to be applied during the design, construction, and alteration of buildings and facilities to include addressing subjects such as delineated area, total square footage, and major components of NLRB requirements.

1.2 Organization and Function:

The National Labor Relations Board (NLRB) is an independent Federal agency that is opened to the public. The NLRB was created by Congress in 1935 to administer the National Labor Relations Act, the primary law governing relations between unions and employers in the private sector. The statute guarantees the right of employees to organize and to bargain collectively with their employers or to refrain from all such activity. The NLRB has two principal functions: (1) to determine, through secret ballot elections, the free democratic choice by employees whether they wish to be represented by a union in dealing with their employers and, if so, by which union; and (2) to prevent and remedy unlawful acts, called unfair labor practices, by either employers or unions. The Agency processes only those charges of unfair labor practices and petitions for employee elections that are filed with the NLRB in one of its field offices.

3.1 Building Security:

Currently, the existing building for NLRB space is comparable to FPS Level II assessed facilitates which meets the Agency’s minimum requirement. The building security features (listed below in section 3.1) at a security Level IV building are the Agency’s preference - not the requirement.

The Department of Homeland Security, Federal Protective Service (FPS), conducts facility assessments on federal spaces occupied by government agencies whether they be leased or owned. By design, the highest-level building has the most security assets (manpower & technology) employed to counter threats. The NLRB wants its employees in the safest of environments and Level IV facilities meet that vein.

The building selected shall provide security comparable to FPS Level IV assessed facilities. Security guards or other protective measures shall be required as determined by the facility security assessment. Where armed security guards are employed, they will report to FPS. NLRB employees will require access to their space 24 hours a day, seven days a week, with electronic access, key or a security alarm access code. In addition, the countermeasure requirements listed below must be provided at the facility.

1. Metal Detectors. Metal Detectors will be required to screen visitors for contraband. The Metal Detectors should be placed in the main lobby and/or public entrances as well as the loading dock with armed security officers operating the equipment.

2. X-Ray Visitor Screening. X-ray machines will need to be placed in the main lobby and/or public entrances (i.e., loading dock) of the building in order to screen all mail and/or packages before they are permitted access to NLRB occupied space. The equipment will be operated by armed security guards.

3. X-Ray Mail Screening. One heavy duty x-ray machine will be required to screen deliveries in the loading dock. The equipment will be operated by an armed security guard.

3.6 Hearing Room(s) and Information Office Entrance:

The entrance doors leading into the Hearing Room(s) will be secured by a HSPD-12 Badge (FIPS-201) electronic access (card reader).
