The City of Waxahachie, Texas, is seeking proposals from qualified executive search firms to assist the City Council in conducting a nationwide recruitment and selection process for the position of City Manager. Responding firms should have the knowledge, demonstrated experience, and expertise to recruit candidates that best suit the community's city management needs.

1.2. About Waxahachie

Located approximately 30 miles south of Dallas in the heart of Ellis County, the City of

Waxahachie is a dynamic and growing community of more than 50,000 residents. Known as the

“Gingerbread City” for its well-preserved Victorian architecture and officially recognized as the

“Crape Myrtle Capital of Texas,” Waxahachie blends the charm of a historic small town with the accessibility and amenities of a larger urban area.

Founded in 1850, Waxahachie has long served as a regional hub for commerce, education, and culture. Waxahachie operates under a Council-Manager form of government. The City Council is composed of five (5) elected members serving staggered two-year terms. Each May, the Council selects one member to serve as Mayor and another as Mayor Pro Tem. The City Manager, appointed by the Council, is responsible for the day-to-day administration of city operations.

As a full-service municipality, Waxahachie provides essential services including police, fire, utilities, public works, parks and recreation, planning and zoning, and municipal court. The

City’s annual operating budget is approximately $146 million, with over $70 million allocated to the General Fund. More than 450 full-time employees serve the community with dedication and integrity, guided by the City’s HEARTS values: Honesty, Excellence, Accountability, Respect, Teamwork, and Service.

Waxahachie is proud of its collaborative, employee-centered culture that prioritizes public service, continuous improvement, and strong partnerships with residents, businesses, and regional stakeholders.
