FY24 Executive Furniture New Buy – 688 CW Bldg 2000, Room 311 Statement of Work
1. PURPOSE. This project involves delivery, installation and removal of executive office furniture for 688th Cyberspace Wing (688 CW) on Joint Base San Antonio (JBSA) L a c k l a n d . 688 CW Government Point of Contact (GPOC) is Mr. Michael Hall, michael.hall.136@us.af.mil, is the primary representative responsible for scheduling on-site coordination, planning, and receiving all deliverables for this project.
a. SITE LOCATION: The delivery location is located at 102 Hall Blvd, San Antonio, TX 78243 (Bldg 2000, Third Floor, Suite 311 (rms 311A, B, C, D, E). Facility is equipped with a freight elevator, loading dock and ramps.
Facility is a secure facility and cell phones, laptops, smart watches, fit bits, etc. are prohibited. Escorts will be required and provided.
2. PROJECT SCOPE. The Contractor shall remove and dispose of existing chairs/seating and tables in building 2000, Suite 311; Assemble and install new chairs/seating and tables in Building 2000, Suite 311 as outlined within this Statement of Work (SOW). The Contractor shall provide all personnel, equipment, tools, materials, supplies, labor, supervision and other items and services necessary to complete the project. All products must be NEW in accordance with (IAW) specifications stated in the Request for Quotation (RFQ).
Refurbished products are not acceptable. All items will be commercial grade designed for commercial use. All work shall be accomplished IAW industry standards. Furniture installation shall strictly adhere to manufacturers recommended installation methods.
a. DESCRIPTION OF REQUIREMENT. The 688 CW needs executive seating for the following offices/rooms:

QUALITY ASSURANCE. Upon completion, the contractor and government representative will inspect all furniture, seating and assembly for defects and damage IAW the SOW before acceptance.
3. GENERAL INFORMATION.
a. KEY PERSONNEL. The Contractor shall identify a primary supervisor and/or an alternate point of contact (POC) for all contract matters. The project supervisor shall be the POC with the GPOC and shall have the authority to act or make decisions for the contractor on all matters pertaining to this contact. The POC shall be available to conduct overall management coordination and furnish liaison with the GPOC. This individual holds the responsibility of accurate contract delivery. The POC shall coordinate and direct all contract resources for project success. The Contractor shall provide telephone numbers and email addresses, within five (5) calendar days after award, that the GPOC will use to communicate with at any time. Please note: 502 CONS administrator or Contracting Officer shall be contacted PRIOR to any changes or modifications that may arise that are not in accordance with the SOW.
The Contractor shall ensure policies and procedures are established that protect the safety and welfare of customers, employees, and the community to minimize or eliminate safety or environmental risks. These policies shall be in compliance with Federal and Installation policies and procedures. The Contractor shall prevent its personnel from entering any area other than the designated work area. The Contractor shall maintain a means of egress within all designated work areas to comply with fire codes. The Contractor shall ensure its personnel eat, drink, or smoke only in designated areas.
4. CONTRACTOR REQUIREMENTS. The Contractor shall provide qualified, trained, and certified personnel as required to perform installation services as determined by federal, state, and local laws and regulations. All work shall comply with applicable building standards and codes; specifically National Electrical Code (National Fire Protection Association (NFPA 70) and National Life Safety Code (NFPA 101), Federal, State, and local regulations;
Federal environmental standards; Federal Communications Commission (FCC) guidelines; Occupational Safety and Health Administration (OSHA) regulations; and Security Technical Implementation Guides (STIG).
a. INSTALLATION ACCESS. Criminal History Check will be conducted on all Contractors requiring base access.
The Contractor coordinate and provide the GPOC a current list of employees needing access within five (5) calendar days after receiving award and/or Notice of Award. The list shall include employee’s name, date of birth, social security number, state driver’s license/state ID number and state of issue. Notifications of Contractor additions and deletions shall be provided with the same information listed above and within five (5) calendar days.
Within ten (10) calendar days after receipt of the Contractor list, the GPOC will notify the Contractor that installation access passes are available for those employees clearing the criminal history check. The duration of any pass issued will not exceed the duration of the contract. The Contractor shall return all issued installation badges and passes when the contract is completed or when a Contractor employee no longer requires access to the installation.
b. INSTALLATION COMMERCIAL ENTRANCE. The JBSA 502 Security Force Squadron; base entry procedures must adhere to delivery vehicle process requirements mandated by the 502ABW, Air Force Manual (AFMAN) 31-116 “AF Motor Vehicle Traffic Supervision”.
JBSA-Lackland Commercial/Growden Gate hours are 0500hrs to 1700hrs, Monday – Friday.
Once at the designated commercial gate, the driver must have a current base pass from, and be able to show:
• A current vehicle registration
• A current proof of Insurance
• A valid and current Driver’s License for the driver
• A valid and current Driver’s License or other State Identification for any passenger(s) in the vehicle
• Current Bill of Lading (BOL). BOL must include the AF installation name, date of anticipated delivery, and specific destination (including Bldg. Number, Street Address, Contract Number and Point of Contact Information).
All Contractors shall submit a complete list of personnel IAW JBSA installation policy, including deliverymen, who will be expected to work on the installation. This list will contain Privacy Act information as required as well as the expectation that everyone will be able to present a current and valid state identification, to meet local AF security requirements.
NOTE: JBSA installations requires this information be coordinated at least five (5) calendar days in advance.
c. FACILITY ACCESS. The Contractor is required to be a United States citizen and shall be escorted by an authorized escort 100% of the time while in the facility. Government will provide the Contractor access to facility at the following times: Monday – Friday (0730– 1600hrs). The Government will perform inspections of Contractor work to ensure that no damage has occurred to the furniture during loading, transport, unloading and set up.
5. SITE CONDITIONS. The Contractor shall ensure to install furniture without incurring any damage to surrounding walls, and all other interior/exterior finishes. The Contractor shall ensure a clean job site at the end of each workday. The contractor is responsible for securing all tools and material used during work performance and will ensure the presence of materials does not present a safety hazard at any time.
6. PROTECTION OF GOVERNMENT PROPERTY. Contractor shall protect all Government and personal property in the affected area from damage. Any damage caused by the Contractor shall be replaced or repaired at the contractor’s expense to government satisfaction prior to final payment.
7. HOURS OF OPERATION. The Contractor shall provide customer service during normal duty hours, 0730- 1600hrs Monday - Friday, except for federal holidays. When the Contractor desires to work other than standard times, a written request shall be submitted to the CO for approval. Written approval from the CO must be received before proceeding with the work. The request shall be submitted at least five (5) calendar days prior to the proposed performance of work, and it shall indicate the day(s), time, amount of work, and reason why performance is necessary during non-standard hours.
a. BASE CLOSURES. During Federal Holidays & AETC Family Days workdays, JBSA Randolph Commercial gate may be closed. Schedules not accomplished because of base closure due to weather, exercises, actual alert, or Headquarters directed Health Protection Condition (HPCON) will be accomplished as soon as possible after re-opening the base.
8. SECURITY. The contractors shall secure a base entry pass from the designated visitor control and an escorted entry pass from the GPOC. Lost vehicle and entry passes shall be reported immediately to the Security Police as well as the Government Acceptor in accordance with the local security forces policy.
9. PROTECTION OF GOVERNMENT PROPERTY. Contractor shall protect all government and personal property in areas affected by work accomplished under this contract from damage. Any damage caused by the contractor shall be repaired by the contractor to government satisfaction prior to final payment.
10. CONTRACTOR GENERATED REFUSE. The Contractor shall be responsible for the removal and disposal of all shipping and packing materials and any related trash connected with this contract. All
Contractor generated refuse and waste shall be stored in a waste container provided by the Contractor and hauled to a disposal area to be selected by the Contractor and shall be located outside the physical boundaries of the installation. Contractor’s refuse shall comply with the current disposal environmental requirements. The site shall be kept neat and orderly and safe for workmen at all times. All waste chemicals or debris generated from project shall be managed IAW Federal, State, and Local regulations.
The Contractor shall ensure that all leftover packing material, wrappings, paper, boxes, and other refuse pieces and/or debris are picked up, removed, and properly disposed of off-site daily.
NOTE: No on-base Government dumpsters shall be used for this deposal. The project work areas shall be presented in a clean, neat, and orderly condition and ready for occupancy.
11. INSPECTION AND ACCEPTANCE: Inspection and acceptance will be by the GPOC or other authorized representatives.
a. FINAL INSPECTION. The Contractor shall formally notify the Contracting Officer and GPOC in writing when all project work has been Contractor inspected and ready for the Government’s final inspection. Any discrepancies identified during the final inspection shall be corrected by the Contractor. The GPOC and Contractor shall confirm correction of these items prior to final Government acceptance of project work or services rendered.
b. GOVERNMENT ACCEPTANCE. In accordance with (IAW) the terms of the contract, Government shall accept, as promptly as practicable after completion and inspection, all work/services required by the contract. Acceptance shall be final and conclusive except for latent defects, fraud, gross mistakes amounting to fraud, or the Government’s rights under any warranty or guarantee.
12. COMMERCIAL WARRANTY. The Contractor agrees that the supplies / equipment or services furnished under this contract shall be covered by the most favorable commercial warranties. The printed terms and conditions of such warranties will be provided to the Government with the delivery of any supplies/equipment or services covered. If system furniture fails to perform to standard within the warranty period, the Contractor shall correct any deficiencies within five (5) calendar day of notification. Any defects in material from installation shall be repaired and damaged products that cannot be satisfactorily repaired shall be replaced. Any repaired items shall not detract from the original designed appearance or functionality of the equipment installed.
This work shall be at no additional cost to the Government.
13. DISPUTE PROCESS. Any grievance by the Contractor should be resolved at the lowest level possible. The reporting levels are as follows: GPOC and then the CO.
