C.3 – SPECIFIC SCOPE OF WORK
The Contractor shall furnish all supervision, materials, equipment and vehicles, tools, parts, labor, transportation, lodging, and miscellaneous items to Upgrade Apache-Sitgreaves’ District Offices Lighting to LED. The project is located at 3 sites: on the Alpine, Clifton, and Lakeside Ranger Districts.
All work shall be in accordance with the plans and specifications contained herein. No changes to the specifications, terms, or conditions of this Request For Quotations (RFQ) shall be made without the prior approval of the Contracting Officer in writing. All information provided as well as existing conditions at each site must be field verified to the maximum practicable extent prior to bidding the work. All offerors are highly encouraged to visit each of the 3 sites.
At the Alpine and Clifton Ranger Stations, upgrade the lighting systems by replacing the existing lighting fixtures and control with new LED luminaires and associated control. At the Lakeside Ranger Station (Optional Bid Item O1.1), due to the presence of Asbestos Containing Material(ACM) in the ceiling tile mastic, upgrade the interior lighting to LED using Conversion Kits. At all three locations, where there are porcelain single screw-in-bulb fixtures, replace the existing CFL or incandescent bulb with an LED screw-in-bulb. All other fixtures and ceiling fans, interior and exterior shall be replaced with new, approved, similar-type LED dimmable fixtures and lamps.
Dimmable Lighting (Optional Items 03.1 and 04.1)
Lighting, and especially dimmable lighting, can have a negative effect on the overall power quality of a building. Dimming of fluorescent and LED sources can lower the power factor and introduce harmonic distortion to the electrical system. In many cases, electrical components must be added at the building service entrance. Additionally, separate neutrals must be run for circuits that contain LED dimming.
Otherwise, flickering can occur over the entire circuit, even when part of the circuit is not being dimmed.
Thus, for Optional Items O3.1 and O4.1-Interior DIMMABLE Upgrades at Alpine and Clifton Ranger Stations, all circuits shall run separate neutrals. The overall electrical system shall have a power factor (PF) of at least 0.90 and have a Total Harmonic Distortion (THD) less than 20%.
Exterior Lighting Exterior luminaries and control systems must comply with all local zoning laws, and lighting levels for exterior spaces shall not exceed the IES 10th Edition Lighting Handbook recommendations.
Illumination of exterior exits and emergency lighting for means of egress shall be in accordance with the requirements in NFPA 101.
Security Lighting Security lighting is lighting that remains on during unoccupied hours per applicable GSA and tenant criteria.
Security lighting shall be controlled with timers or closed-loop photosensors that return control to the wall switches during daylight hours. For Optional Items O3.1 and O4.1-Interior DIMMABLE Upgrades at Alpine and Clifton Ranger Stations, security lighting shall be controlled with closed-loop photosensors to continuously dim during daylight hours, returning control to the wall dimming switch. When security lighting also functions as emergency lighting, separate circuits and emergency ballasts are required.
Exit signs must meet the requirements in NFPA 101 and be energy efficient and environmentally friendly products (e.g., light emitting diodes (LED type), photoluminescent type). Tritium exit signs must not be installed. Existing exit signs may not require replacing for these sites. The contractor shall verify whether or not the existing exit signs satisfy this requirement and replace them if they do not.
Lighting Control systems (including dimming drivers for optional dimmable upgrades) shall be compatible with all luminaires and lamps connected to them.
Replace existing occupancy and/or vacancy sensors and controls with like kind, compatible with the new LED luminaires. Lighting controls must be commissioned to operate as intended without false triggering.
Lighting control devices provided for illumination within exit enclosures must comply with the requirements in NFPA 101.
Use of ENERGY STAR or FEMP Products The Contractor shall utilize ENERGY STAR qualified products or Federal Energy Management Program (FEMP) designated products when available. Refer to www.energystar.gov/products and https://www.energy.gov/ eere/femp/search-energy-efficient-products for complete product specifications and updated lists of qualifying products. The following is a list of construction products pertinent to this project for which ENERGY STAR qualified and FEMP designated products are available:
• LED Luminaires
• Lamps
