About this file

This justification document approves an exception to fair opportunity for a sole source extension to an incumbent contractor. The United States Army Project Manager Mission Command requires continued manpower and support services at operations centers and multiple network domains worldwide. Services include operations management, helpdesk support, training, information assurance and security. The sole source extension to Telesis Corporation under GSA contract GS06F0645Z for an initial three months with three optional one-month extensions is necessary to avoid an interruption in services due to a stop work order issued during the ongoing protest of the follow-on recompete award. The estimated cost of the initial period is $6.5 million with the total potential value not to exceed $13 million if all options are exercised. The contracting officer determined this sole source approach results in the greatest benefit to the government for required urgent services.
