About this file

This document is a Synopsis that provides notice of the National Institute of Environmental Health Sciences' (NIEHS) intent to negotiate a sole-source contract with Molecular Devices LLC for a service agreement to provide comprehensive repair service and maintenance for a FLIPR Tetra instrument. NIEHS requires this service to support ongoing research related to calcium signaling and environmental mechanisms, and the current instrument is critical to several research projects. Molecular Devices is the only company capable of providing the required service using factory-certified engineers and new OEM parts, which is necessary to minimize instrument downtime. The period of performance is April 10, 2024 to April 9, 2025. NIEHS is publishing this notice to allow any other responsible sources to submit capability statements by March 29, 2024, though the decision to pursue a competitive procurement is at the government's discretion.

THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS.

The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with MOLECULAR DEVICES LLC, UEI: L64RUJ7LC8T9, 3860 N First ST San Jose, California 95134-1702

This acquisition is conducted under the authority of 41 United States Code (U.S.C.) 1901 as set forth in Federal Acquisition Regulation (FAR) 13.106-1(b)(1)- Only One Responsible Source This purchase is for: Service agreement to provide comprehensive repair service and maintenance for a FLIPR Tetra

Molecular Devices is the only company available who provides service contracts for FLIPR Tetra instruments with factory certified engineers using new parts. NIEHS's current instrument is used for ongoing research related to calcium signaling and discovery of mechanisms of function for environmental research. The Signal Transduction Laboratory depends on this instrument for several projects and cannot afford instrument down time. Molecular Devices has the factory trained personnel and parts available to perform the repairs quickly which eliminates any disruptions of research. We are unaware of any company that can also provide this response time for the instrument. Molecular Devices does not provide the parts for this instrument to third parties and therefor any other company offering a service contract must use non-OEM or used parts.

Period of Performance: 04/10/2024-4/09/2025 This notice of intent is not a solicitation or request for quotes. Notwithstanding, any responsible source that believes it is capable of meeting NIEHS requirement, may submit capability statement. Responses to this posting must be submitted via email to christopher.brown3@nih.gov, by March 29, 2024, at 2:00PM EST.

A determination by the Government not to compete this quote contract action based upon responses to this notice is solely with the discretion of the Government. Information received will only be considered for the purpose of determining whether to conduct a competitive procurement.

There is no solicitation package available. For any questions regarding this announcement, please contact Mr. Christopher Brown at the above email address.
