1. BACKGROUND

Existing Facility Information:

The National Weather Service (NWS) has evolved tremendously and the mission has expanded from primarily issuing watches and warnings, to providing routine Impact-based Decision Support Services (IDSS) to our federal, state, local and partners. This requires that the WFO/RFC provide uninterrupted mission readiness to host teams and stakeholders to successfully collaborate and plan before, during, and after severe weather, hydrologic, or other critical disaster events. The Upper Air Inflation Building (UAIB) serves a critical supporting function for the WFO by collecting upper atmosphere weather information.

The main purpose of the UAIB is to inflate weather balloons, release them into the air, carrying data communications, sending signals back to the UAIB and into the WFO for data collection, observations, and reporting. Since 1930 the NWS has measured vertical profiles of pressure, temperature, relative humidity, and wind velocity using balloon-borne radiosondes.

Mission and Mission Criticality:

The most urgent mission of WFO Lawrence is to provide real-time IDSS support to our federal, state and local partners before, during, and after severe weather, hydrologic, or other critical disaster events. In order to accomplish this mission, WFO Lawrence is required to be staffed 24 hours a day, 365 days a year to maintain continuous mission readiness. WFO Lawrence will serve as a focal meeting point during enhanced weather activities and houses a situational awareness/operations room that is fully staffed by NOAA and all IDSS partners before, during and after severe weather, hydrologic or other critical disaster events. Therefore, the NWS seeks to collocate with core partners when at all possible. In fact, the FY18 Congressional appropriation was based on the following language: “…improve consistency across forecast boundaries, break down barriers to enhance forecast collaboration, and enable forecast staff to work more closely with core partners locally to connect weather forecasts and on-the-ground impact: a focus on the last mile of the NWS’ service delivery. NWS forecasters will work with local partners and communities to understand and manage risk, formulate emergency response plans, and promote community resilience and public safety”.

2. BUILDING REQUIREMENTS

Exterior Bollards around the UAIB to protect Hydrogen Storage area, and to prevent vehicles from going into storage area/UAIB.

Provide separate metering for all utilities to the UAIB space.

A maximum standard data cable distance is 300 LF from the UAIB to the WFO Equipment Data Room server racks & Rohn Tower. NWS prefers the use of Fiber Optic cabling to nullify the cable limit distance.

A radio frequency (RF) study may be performed by NOAA prior to selecting the proposed location. The decision, at the discretion of the Regional Maintenance Specialist and Office of Observations, is based on the urban vs. rural location and radio horizon obstacles & structures, and testing/surveying measurements.

All landscaping species shall be miniature varieties, and requiring low annual maintenance. Refer to the USDA for planting zone information.

LED Perimeter lighting on all exterior sides of the UAIB- see electric section.

Copper Grounding grid will be required- see electrical section.

A site storage area with 4 walls and a roof, 22ft x 6ft, with a concrete floor, chain link fence gate 2- 3ft swing door. The site storage will be positioned on the exterior, and next to the Hydrogen Generation Room of the UAIB, distance of separation is based on local codes.

2.4 Design Requirements

2.4.1 Design Strategy

The UAIB has stringent requirements for air circulation, explosion proof electrical items, electrical grounding system, powered exhaust ventilation fans with fresh air intake, telecommunications, communications, HSPD12 Card access system, exterior lighting system, hydrogen & helium gas systems-(generation & distribution), storage area, GAS detection & notification system, fire & lightning protection, mechanical, HVAC, and structural systems. These requirements must be met otherwise the critical operations of the UAIB will be negatively affected. Therefore, NWS will pursue a design recommended to ensure that these requirements are addressed and met during the initial tenant build-out. The building shall be designed using resilient materials, either cast-in-place, concrete or CMU/Brick cladding on all vertical surfaces. Roof structure to be concrete over the balloon inflation room (main area). Roof covering materials shall be resilient to insure and mitigate operational risks. The ceiling height of the Balloon

Inflation Room is 21ft. from finish floor to concrete ceiling (unobstructed space is 16ft above finish floor). The ceiling height of all other spaces must be a minimum of 9 ft of unobstructed space. Large Insulated Power Garage Roll-up doors with glass (minimum clearance is 12ft wide by 14ft tall) are required on the two exterior walls of the Balloon

Inflation Room (as defined by the Wind Roses). All other exterior doors are listed in the

Room Data Sheets at the end of the document. The UAIB must be built by using local codes, geographical considerations, and wind speeds. Water is required in the

Hydrogen Generation Room.
