Notice Type: Pre-Solicitation Notice Synopsis: FA8656-24-R-B002 TITLE: Synopsis for Eglin Wide Agile Acquisition Contract (EWAAC) Vehicle On-Ramp IV Date: 07 February 2024
This notice serves as a pre-solicitation notice/procurement synopsis as required by FAR Subpart 5.204 – Pre-solicitation Notice. The Air Force Lifecycle Management Center (AFLCMC) located at 205 West D Avenue, Building 350, Suite 420, Eglin Air Force Base, FL, 32542, intends to issue a solicitation resulting in multiple awards for the Eglin Wide Agile Acquisition Contract (EWAAC) vehicle.
This notice of contract action does not constitute a solicitation, nor does it constitute a request for proposals.
This procurement is being advertised as full and open. This procurement will use FAR part 15 Request for Proposal (RFP) process and intends to award as many Indefinite Delivery Indefinite Quantity (IDIQ) contracts as possible, with respect to availability of funding, to the responsible offerors whose proposals, conforming to the RFP, will be most advantageous to the Government resulting in Lowest Price Technically Acceptable (LPTA), price and other factors considered.
This is an IDIQ contract with no pre-established fixed contract prices. The actual deliverables will be determined by the Contracting Officer who will issue written Delivery Orders (DO) to the contractors.
Award of DOs will be determined at the requirement level and will include, but not limit itself to Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and Cost Plus Incentive Fee (CPIF) contract types. The work to be acquired under this effort is for diverse types of deliverables as discussed in the IDIQ Statement of Objective (SOO). The North American Industry Classification System (NAICS) code is 332993 with a size standard of 1,500 employees.
Foreign participation is not authorized.
As this is intended to be an on-ramp action, the basic contract period will coincide with and not exceed the Period of Performance (PoP) for the original EWAAC award. The original EWAAC award was made on 9 September 2021 with a 10-year PoP; base ordering period of two (2) years with option period one being for three (3) years and option period two being for five (5) years.
The estimated maximum dollar value for all contracts combined for EWAAC is $46,000,000,000.00. DOs will be decentralized and values will be based on the future needs of the EWAAC customer pool. The government makes no representation as to the number of DOs or actual amount of work to be ordered; however, during the term of the contract, a minimum of $1,000.00 is guaranteed to be ordered from each on-ramp awardee, at the issuance of their EWAAC contracts. Contractors are not guaranteed work in excess of the minimum guarantee.
The Government intends to evaluate proposals and award contract(s) without discussions.
However, the Government retains the right to hold discussions if determined appropriate.
Selection for award will be based on evaluation of the following:
- Factor 1 – Management/Technical Proficiency o Sub Factor 1 – Digital Trinity Capabilities or Roadmap Plan o Sub Factor 2 - Technical (Armament/ Weapons Development, Enterprise Analytics, Innovation Hubb)
- Factor 2 – Cost/Price (staffing proposal for attendance to the virtual post-award conference)
Source Selection Procedures (SSP) will be used and award will be made to the offerors whose proposal is technically acceptable and offers the lowest price to the government.

Particularly astute observations and broadly applicable points of clarification will be posted to SAM.gov in an anonymous question-and-answer format.
