Statement of Work Portable IEP Maintenance Support

V3: 23 July 2020 Page 1 of 2

Background

This Statement of Work (SOW) defines the work scope for activities pertaining to repair/upgrade of the four (4) Paladin Processors integrated into the Portable Interactive ELINT Processing (P-IEP) systems previously delivered to Patuxent River Naval Air Station, Atlantic Test Range (ATR).

The P-IEP System collects and processes both laboratory and over-the-air test or calibration signals for the purpose of observing and confirming test system configurations, settings, and signal parameters. The system provides the operator with information for verification and validation in near-real time and includes the ability to store, recall, and reprocess select measurements. The system is critical to the Atlantic Test Range to receive and analyze mission data sets for Operational and Developmental test of United States Navy systems of record.

Without it, we cannot provide real-time feedback and recording of the radio frequency environment to give to customers. Currently, the network timing and calibration of the radio frequency occurs in the systems Intermediate Frequency Signal Conditioner (IFSC) card. The hardware currently integrated is insufficient for precise data tagging and formatting of files to properly attribute time stamps into data header information. A hardware upgrade along with software refresh is expected to fix this issue.

Scope

The Paladin Processor acts as the Parameterizer for the Intermediate Frequency Signal Conditioner (IFSC) and network-timing controller for the P-IEP System for data capture to support field-testing at ATR. Specifically, the Portable Interactive ELINT Processing System collects and processes both laboratory and over-the-air test/calibration signals for the purpose of observing/confirming test system configurations/settings and signal parameters. P-IEP provides the operator with information for verification and validation in near-real time and includes the ability to store/recall/reprocess select observations/measurements.

The Paladin processor is an integral part of the P-IEP System. The Paladin processor is a tactical Pre-Detection data collection system that addresses the need for recording and processing bulk or selective SIGINT targets. The Paladin Processor is a product of ISA. Only the Paladin processor and ISA is relevant to this Statement of Work. No other piece of Hardware or Software in the P-IEP system developed or any part developed by Peraton pertains to this Statement of Work.

This repair and upgrade is in direct support of Next Generation Jammer (NGJ) customer and the funds being used are NGJ funds.
