About this file
This is a specifications document for the Southeast Area Law Enforcement (SEALE) SWAT CRBN Response Vehicle procurement in Ohio. The document outlines the required capabilities for a cargo van that must be available for immediate delivery without requiring manufacturer ordering. The primary request is for a single all-wheel-drive cargo van with no windows, designed to transport SWAT personnel and equipment for tactical operations in Northeast Ohio weather conditions. The vehicle specifications include a minimum interior roof height of 77 inches, a minimum 148-inch wheelbase with 170 inches of cargo length, dual rear wheels for stability, and a minimum 9,500-pound gross vehicle weight rating. Additional requirements specify a minimum 350 pound-feet of torque and 6,000-pound towing capacity, dual battery system for auxiliary power needs, external safety cameras and sensors, electronic stability control, and heavy-duty brakes. The preferred color is black, with gray or white as acceptable alternatives, with a provision that black or gray options may be selected if priced within 3 percent of the lowest non-black/gray submission.
The document does not contain pricing terms, set-asides, incumbent information, funding amounts, or contract award dates. The vehicle must accommodate upfitting for interior and exterior lighting, sirens, and additional charging ports to be installed by the receiving law enforcement group after purchase. Interested parties with questions should contact Lawrence Tafe, Sr. Grant Coordinator, Public Safety & Justice Services, at Cuyahoga County via phone at 216.698.2881 or email at ltafe@cuyahogacounty.gov.

Event #6900
Southeast Area Law Enforcement (SEALE) SWAT CRBN Response Vehicle
Requested specifications and purposes required are:
Vehicle meeting the below capabilities MUST be available for immediate delivery. This purchase CAN NOT require being ordered from the manufacturer. Minimal capabilities/options are noted to help maximize current availability.
Cargo Van (no windows).
All Wheel Drive. Due to the inclement weather that Northeast Ohio offers throughout all its seasons, AWD offers ultimate vehicle traction and control
Dual rear wheels. The dual rear wheels offer more stability with high-roof capability considering the primary cargo will be SWAT personnel.
High roof. Requesting an interior roof height of 77” or greater to allow team members to stand and move with greater ease.
Wheelbase. Minimum 148” wheelbase with a minimum of 170” of cargo length allowing greater payload to transport all needed personnel, gear, and tools for tactical operations in the safest manner.
Upfitters/Aux. This will allow the van to easily accommodate interior lighting and exterior lights and sirens, which will be added by the receiving law enforcement group. No outside modification included at time of purchase.
Dual Battery. This is needed for the high amperage level of demand our additional accessories will need, ie; lights and sirens, additional rear heating and cooling, added charging ports and interior lighting.
Drivetrain. Minimum 350 lb-ft of torque and minimum rating of 6000 lbs. towing capacity, allowing transport all tools, gear, and team members.
Gross Vehicle Weight Rating. Minimum 9,500 lbs GVWR to accommodate the load anticipated.
External Safety Cameras/Sensors. Due to the vehicle transporting personnel, this capability is important for the safety of the operators.
Safety and Stability. Electronic stability control and heavy duty brakes for safe operation with full personnel and equipment load.
Color. The preferred color of the van is black to conduct law enforcement operations. Gray or white are acceptable. NOTE: Black or gray color if quoted may be selected if within 3% of the lowest non-black/gray submission.
