About this file

This is a specification document for ballistic helmets required by the SPAN SWAT Group in Ohio. The procurement calls for 18 ballistic helmets in black with a delivery deadline of July 1, 2026. The helmets must meet stringent ballistic protection standards equivalent to or exceeding NIJ RF1 performance levels as defined in NIJ Standard 0101.07, providing rifle threat resistance against multiple calibers including 7.62 x 39 MSC at 2400 fps, 7.62 x 51 FMJ (M80 ball NATO round) at 2780 fps, and 5.56 M193 BT at 3250 fps. Additional performance requirements include back face deformation not exceeding 25.4 mm, a maximum total weight of 3.5 lbs including all components, and a minimum five-year warranty on all units.

The helmets must feature a high shell cut design with a complete metal NVG shroud and Picatinny-compatible side and accessory rails to support attachment of lighting systems, hearing protection, face shields, and mandible guards. The retention system must provide multi-point and micro-adjustment capabilities to accommodate multiple users and maintain stability during dynamic movement. The helmet shell must be manufactured without through-hole penetrations that compromise ballistic integrity or create fragmentation hazards. Critically, all helmets must be manufactured and assembled in the United States of America, ensuring domestic production compliance.
