About this file

This is an Addendum 01 to Invitation for Bid (IFB) Event #33620 issued by the California Military Department, Office of the Adjutant General for Underground Storage Tank Inspection and Testing Services at various California Army National Guard installations. The addendum includes government responses to pre-bid RFIs and maintains the original bid submission deadline of January 6, 2025 at 2:00 PM local time, with bids to be emailed to PWC@cmd.ca.gov. The contract period of service will run from March 1, 2025 through August 31, 2026. The scope includes inspection and testing services for underground storage tanks at multiple facilities, with two USTs at each location except Stockton AASF which has one UST, following CCR Title 23 requirements for monthly designated operator inspections, annual employee training, monitoring system certification, spill bucket testing, and triennial secondary containment testing.

The project requires prevailing wage rates as published by DIR for the specific counties where work will be performed. Minor maintenance repairs are limited to $5,000 per quarter per site. The facilities use Veeder Root monitoring systems (TLS 350+ at Stockton, TLS 350 at other locations), with mechanical line leak detectors at Stockton AASF (VMI LD3000) and Camp Roberts MATES (Red Jacket FX1 VD). Barstow FMS 2 and Long Beach CSMS use conventional suction piping without line leak detectors. As-built plans and tank dimensions are not available, but bidders are directed to reference steel institute standards for underground fuel tank dimensions.

ADDENDUM 01

Invitation to Bid (IFB) – Event #33620 Underground Storage Tank Inspection and Testing Services for Various California Army National Guard Installations

Government Pre-Bid Responses:

1. What is the location/address of the tanks?

Response: Location/address of each tank is presented in the Scope of Work (SOW) under Task 1, 1.1 Locations.

2. Facility name?

Response: Facility names are also provided in SOW under Task 1, 1.1 Locations.

3. Tank contents (please be specific)?

Response: Tank contents are provided in SOW under Task 1, 1.1 Locations.

4. Tank Size including Height and Diameter?

Response: Tank size by location is shown in the SOW under Task 1, Article 1.1 by gallon capacity only. As-built data on existing underground fuel tanks is not available per manufacturer. For purposes of bidding reference steel institute standards for dimensions of gallon capacities for underground fuel tanks.

5. How many tanks are needing inspected? Multiple tanks help offset the mobilization costs because if there were multiple tanks it would dramatically reduce the initial mobilization cost.

Response: As per the SOW (Task 1, 1.1 Locations), two USTs are located at each facility except for Stockton AASF that only has one UST.

6. What is the size of the manway on the top of the tanks?

Response: As-built data for manway size of tanks is not available for gallon capacity of tanks shown in the SOW under Task 1, Article 1.1. For purposes of bidding reference steel institute standards for dimensions.

7. In what time frame are you wanting the tanks to be inspected?

Response: The testing schedule is provided in the SOW as 6 Compliance Schedule.

The testing is to follow the regulatory requirements of CCR Title 23 (i.e. monthly designated operator inspections, annual employee training, annual monitoring system certification, annual spill bucket testing, and triennial secondary containment testing and overfill equipment testing. It is critical that the testing schedule in the SOW be followed. In addition, we are requesting that quarterly inspections be completed as per the requirements provided in the SOW Task 3, 3.2 Quarterly Inspections.

8. Are you wanting the SP001/API-653 internal and/or external portion of the tank inspected?

Response: We are not requesting SP001/API 653 inspections for the USTs. We are requesting that they be inspected and tested as per CCR Title 23 and our requirements for quarterly inspections provided in the SOW Task 3.

9. Do you have any Previous inspection reports of the tanks?

Response: Yes, we maintain the monthly inspection and test reports as required by CCR Title 23.

10. Can you provide us with Images of the tank, its access points, along with surrounding areas that we have to work with around the tanks?

Response: Aerial imagery is not available. For purposes of bid utilize goggle maps or other available source to obtain an aerial view of each project site location per address noted in SOW Task 1, article 1.1. NOTE: That Camp Roberts MATES project site is location at East Garrison and not on the Camp Roberts Main garrison off of US Highway 101.

11. Are blue prints of the tanks available?

Response: As-Built plans of the underground tanks per location are not available.

12. I did not see a specified time period required for the bid amount. Can we bid this for an annual amount, or is this for a longer time period (2 years, 5 years)? Please let me know if there is a specified time period you prefer the bid.

Response: The SOW specified a Period of Service between March 1, 2025 and August 31, 2026.

13. With reference to the subject Cal Guard Bid Solicitation (Event #33620), we request the prevailing wage determination for use during this project’s start date, expected to be 03-01- 2024.

Response: The prevailing wage determinations for the specific trades and classifications applicable to this project can be found at the DIR website:

www.dir.ca.gov/DLSR. As stipulated in the IFB, all work must comply with these prevailing wage rates. See Section 1 page 4 of the IFB. Bidders are required to reference and adhere to the DIR-published rates for the county where the work will be performed.

Any failure to comply with the prevailing wage requirements may result in disqualification or penalties. The Period of Service will be from 01 March 2025 through 31 August 2026 as stated on page 10 of Section 4 of the IFB.

14. Can the Public Works Contract Administrator provide the latest monitoring system certifications for the four locations listed?

Response: This information is not available. Submittal data requirement must meet certifications per testing and compliance schedule listed in the SOW.

15. Can the Public Works Contract Administrator provide the dollar amount spent on minor maintenance for the previous two years per site?

Response: This information is not available. Minor repairs were limited to a flat rate cost per Quarter for contracted sites inspected. For purposes of bidding cost would be limited to $5,000 dollars per quarter per site.

16. What is the model number of the monitoring system at each site?

Response: Each location maintains a Veeder Root panel. Stockton has a TLS 350+, while the other 3 locations each have a TLS 350.

http://www.dir.ca.gov/DLSR

17. Do any of the sites have line leak detectors?

Response: The piping at both Barstow FMS 2 and Long Beach CSMS is conventional suction, so there are no line leak detectors (LLD) at those two locations.

Stockton AASF has a mechanical LLD-VMI LD3000

Camp Roberts MATES has mechanical LLDs-Red Jacket FX1 VD
