About this file

This is a Solicitation Addendum issued by the Minnesota Department of Administration's Office of State Procurement on behalf of the Minnesota Department of Natural Resources (DNR). Addendum 1, dated January 8, 2026, addresses questions received regarding the furnishing and delivery of peat to the DNR State Forest Nursery in Akeley, Minnesota. The solicitation is for a one-time buy with delivery scheduled between April 1, 2026 and June 1, 2026. The original question deadline was January 7, 2026 at 3:00 PM Central Time, with the proposal due date of January 15, 2026 at 3:00 PM. The peat will be used to amend soil for growing trees at the nursery, specifically to support the cultivation of Red Pine, White Pine, and Jack Pine species, which prefer soil pH levels between 5.0 and 6.0. Molly Gunderson from the Department of Administration serves as the buyer, and questions should be directed to molly.gunderson@state.mn.us. Responses must be submitted through the SWIFT Supplier Portal only; non-electronic and email submissions will not be accepted.

The estimated total contract value for one year is $150,000 to $200,000 based on market research conducted by the DNR, though this figure is not construed as a minimum or maximum obligation. The state clarified that all quantities are estimated only and impose no obligation on the state regarding minimum or maximum amounts. The addendum addresses the specification requirement for peat with pH between 5.0 and 6.0, explaining that while natural peat typically ranges from 4.0 to 4.5 pH, the DNR's preferred tree species require the higher pH range specified in the solicitation. The state indicated it would accept peat meeting these specifications and that adding lime to raise pH is an acceptable approach, though the DNR adds only minimal lime to certain fields for shrub cultivation.

SOLICITATION ADDENDUM

Addendum No.: 1 Date of Addendum: January 8, 2026

Due Date, Time: January 15, 2026, 3:00PM Revised Due Date, Time:

Buyer: Molly Gunderson Agency: Department of Administration

SWIFT Event/Posting Ref. No.: G0210-2000017811 Title: Furnish and Deliver Peat to Akeley, MN (DNR)

SCOPE OF ADDENDUM

This addendum containing the following revisions, additions, deletions, or clarifications is hereby made part of the Solicitation, including the Sample Contract and Exhibits if applicable.

The purpose of this addendum is to respond to questions received by the deadline stated in the Solicitation.

Responders acknowledge receipt of this addendum by responding to SWIFT Event No. G0210-2000017811, Version 2 (or more recent version) by the solicitation due date and time.

Except as modified by this addendum, all the terms and conditions remain in full force and effect.

ADDENDUM

I. Below are the State’s responses to questions received by the deadline stated in the solicitation.

Q1. The RFP references an estimated total contract value of $150,000 to $200,000. We were hoping you could clarify whether this estimate is based on historical pricing from prior contracts or reflects current market conditions for certified peat meeting the stated specifications.

A1. The estimated total dollar value of the contract for one year listed in the solicitation is based off of market research performed by the State agency requesting the Peat. However, this shall not be construed as either the minimum or maximum amount. It shall also be understood and accepted by the responder that any quantities shown in this solicitation are estimated quantities only and impose no obligation upon the State either minimum or maximum.

Q2. What is the end use for this peat moss? I see the pH must be between 5.0 and 6.0. Natural peat is usually between 4.0 and 4.5 pH. Is the peat going to be incorporated into the soil? If that’s the case adding lime to the peat to raise the pH would be less cost effective. Adding pelletized lime directly to the field if pH is a concern would be more cost effective. If the peat is going to be used for pots or trays, I would understand the pH needing to be adjusted.

A2. The DNR utilizes the Peat to amend the soil for the growing of trees at their nursery in Akeley, MN. The DNR’s biggest selling tree species (Red Pine, White Pine, and Jack Pine) all prefer a pH between 5.0 and

6.0. The DNR does add a minimal amount of lime to some fields at the nursery for shrubs, but other than that, the pH of the Peat utilized at the DNR nursery must be between 5.0 and 6.0, as requested in the solicitation.
