About this file

This is a Statement of Requirements for the acquisition of two portable, solar-powered plant evapotranspiration remote sensor towers with mounting structures and data logging capabilities to be delivered to USDA-ARS Clemson Pee Dee Research and Education Center in Florence, South Carolina.

The contractor must provide two complete systems, each capable of remotely monitoring plant moisture stress and water use in real time across 1-2 acre field areas. Minimum technical requirements include: an evapotranspiration sensor that directly outputs evapotranspiration measurements without requiring additional calculations or supplementary sensor data; remote deployment capability including solar panel hardware (battery, charge controller, and solar panel); local data logging and backup functionality without third-party cloud-based software subscriptions; a mounting structure for accurate sensor deployment; and accompanying software for data access and download. The systems must be fully portable and independently operational at remote field sites. No government-furnished equipment is provided. Award will be made on a lowest price, technically acceptable basis. The technical point of contact has not yet been designated. Delivery location is USDA-ARS, Clemson Pee Dee Research and Education Center, 2200 Pocket Road, Florence, SC 29506.

Statement of Requirements

Project: Acquisition of two (2) portable, solar-powered plant evapotranspiration remote sensor towers with mounting structures and data logging capabilities.

GENERAL INFORMATION

1.0 Scope of Work: Delivery of two (2) portable, solar-powered plant evapotranspiration remote sensor towers with mounting structures and data logging capabilities.

2.0 Background: Two portable, solar-powered plant evapotranspiration remote sensing towers with accompanying mounting structures and data logging capabilities are required to actively monitor plant moisture stress and water use in real time in multiple field experiments. The research unit does not currently have technology to acquire evapotranspiration values at remote field sites. Portable, solar-powered remote sensor evapotranspiration towers would free the user to place said technology in any field setting to monitor plant stress, allowing user to actively monitor plant stress in multiple environments.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

Minimum Requirements:

Remote Evapotranspiration Sensor Package:

a) Evapotranspiration sensor to monitor plant water losses to the atmosphere.

b) Must directly output a measurement of evapotranspiration, not other values that require further calculation or additional data/sensors to compute.

c) Ability to cover at least 1 – 2 acres of field.

d) Ability to deploy remotely: including solar panel hardware (i.e. battery, charge controller, and solar panel).

e) Ability to log and backup data without 3rd-party software (i.e., manually plug-in with a laptop and download data from the sensors locally)

f) A mounting structure to appropriately deploy sensors within target areas for accurate data collection

g) Accompanying software to use/download data without a cloud-based subscription.

4.0 Government Furnished: Not applicable.

5.0 Deliverables/Schedule: Two (2) portable plant evaporation remote sensor towers and accompanying solar panel and mounting accessories must be delivered to USDA-ARS, Clemson Pee Dee Research and Education Center, 2200 Pocket Rd., Florence, SC 29506

6.0 Evaluation Factors: Lowest price, technically acceptable.

7.0 Technical Point of Contact: TBD
