About this file

This solicitation requests proposals for three pharmacist positions to provide non-personal healthcare services at the Albuquerque Indian Health Center. Technical capability, past performance, and cost will be evaluated based on 40%, 40%, and 20% weighting respectively. Proposals should include a pricing table, past performance from the last year, and company information. The contract will be awarded as a firm-fixed price purchase order to the offeror providing the best value.

A cascading set-aside will be followed, first considering Indian small businesses, then service-disabled veteran-owned small businesses, certified HubZone small businesses, small disadvantaged businesses, and lastly other small businesses. Proposals are due by May 5, 2023 with the offer period being 90 days thereafter. Registration in SAM is required and invoices must use IPP. Payment will be made via EFT. Questions regarding the solicitation should be directed to the point of contact by April 28.

SOLICITATION NO. 75H70723Q00065

~~PHARMACIST NON-PERSONAL HEALTHCARE SERVICES~~

EVALUATION FACTORS

The Government will use the following three (3) factors to evaluate proposals and make a best value determination (factors are listed in descending order of importance):

1. Technical Capability 40%

2. Past Performance 40%

3. Cost/Price 20%

The Technical Capability and Past Performance are significantly more important than Cost/Price.

However, the Government will not make a task order award to an offeror whose evaluated price is disproportionate to the benefits associated with the evaluated superiority of one offeror's Technical and Past Performance proposal over another. Therefore, to the extent that offerors' Technical and Past Performance proposals are evaluated as similar in merit, then the offeror's Cost/Price is more likely to be the determining factor for award.

****Technical Capability can be demonstrated by submitting Capability Statements, brochures, and (perhaps most importantly) candidate profiles, resumes, etc. Past Performance can be demonstrated by submitting a listing of purchase orders awarded, previous recent experience, past performance surveys, etc. Cost/Price can be listed on the provided fillable table included in the attachments or submitted on a form of your choice.
