About this file
This solicitation requests proposals for non-personal healthcare services from nurse practitioners and/or physician assistants. The Indian Health Service seeks proposals for four positions located at the Albuquerque Indian Health Center in Albuquerque, New Mexico. Proposals are due by May 12, 2023 and will be evaluated based on technical capability (40%), past performance (40%), and cost/price (20%). Under the cascading set-aside, first consideration will be given to Indian small business economic enterprises that are also small businesses. If insufficient competitive offers are received, non-Indian small businesses will be considered in the order of service-disabled veteran-owned small businesses, HUBZone small businesses, woman-owned small businesses, and other small businesses. The selected offeror must comply with commercial items terms and conditions and register in the System for Award Management. Invoices must utilize the Invoice Processing Platform and payments will be made via electronic funds transfer.

SOLICITATION NO. 75H70723Q00082
~~NURSE PRACTITIONER AND/OR PHYSICIAN ASSISTANT NON-PERSONAL
HEALTHCARE SERVICES~~
EVALUATION FACTORS
The Government will use the following three (3) factors to evaluate proposals and make a best value determination (factors are listed in descending order of importance):
1. Technical Capability 40%
2. Past Performance 40%
3. Cost/Price 20%
The Technical Capability and Past Performance are significantly more important than Cost/Price.
However, the Government will not make a task order award to an offeror whose evaluated price is disproportionate to the benefits associated with the evaluated superiority of one offeror's Technical and Past Performance proposal over another. Therefore, to the extent that offerors' Technical and Past Performance proposals are evaluated as similar in merit, then the offeror's Cost/Price is more likely to be the determining factor for award.
****Technical Capability can be demonstrated by submitting Capability Statements, brochures, and (perhaps most importantly) candidate profiles, resumes, etc. Past Performance can be demonstrated by submitting a listing of purchase orders awarded, previous recent experience in the requested profession, past performance surveys, etc. Cost/Price can be listed on the provided fillable table included in the attachments or submitted on a form of your choice.
