About this file
This document outlines a federal contract opportunity for medical/clinical laboratory scientist services. The Indian Health Service is seeking proposals for two Medical/Clinical Laboratory Scientist positions at the Albuquerque Indian Health Center in Albuquerque, New Mexico. Proposals are due by June 15, 2023 and should include a pricing table, candidate profiles, past performance history, and vendor information. Awards will be made to small businesses on a cascading basis with first preference given to Indian small business economic enterprises, then service-disabled veteran-owned small businesses and certified HubZone small businesses. The technical capability and past performance factors combined are significantly more important than cost in the evaluation. The contract will utilize electronic invoicing and payment procedures.

EVALUATION FACTORS
The Government will use the following three (3) factors to evaluate proposals and make a best value determination (factors are listed in descending order of importance):
1. Technical Capability 40%
2. Past Performance 40%
3. Cost/Price 20%
The Technical Capability and Past Performance are significantly more important than Cost/Price.
However, the Government will not make a task order award to an offeror whose evaluated price is disproportionate to the benefits associated with the evaluated superiority of one offeror's Technical and Past Performance proposal over another. Therefore, to the extent that offerors' Technical and Past Performance proposals are evaluated as similar in merit, then the offeror's Cost/Price is more likely to be the determining factor for award.
****Technical Capability can be demonstrated by submitting Capability Statements, brochures, and (perhaps most importantly) candidate profiles, resumes/CV’s, etc. Past Performance can be demonstrated by submitting a listing of purchase orders awarded (especially to Federal Government), previous recent experience, past performance surveys, etc. Cost/Price can be listed on the provided fillable table included in the attachments or submitted on a form of your choice.
