EVALUATION FACTORS

The quoter’s quotation will be evaluated in three areas: Technical, Past Performance and Price.

Technical areas are more important that Past Performance, which in turn is more important than

Price. Quoter’s should recognize that Price, although of lesser importance than Technical and

Past Performance, may contribute substantially to the Source Selection Authority’s (SSA’s) contract award decision. As the evaluation of competing quotations in the Technical and Past

Performance areas become more equal in rating, the more important Price will be come in selecting the best value for the Government.

The quoter’s quotation must clearly demonstrate, at the time of submission, unless otherwise stated, the capability to meet the Decisional Rule criteria. Quotations will be rated based on the

Decisional Rule criteria. Quotations shall clearly demonstrate the capability to meet all of the following Decisional Rule criteria:

1. The quoter will provide a list of number of speakers available for speaking engagements. All must pass a criminal history background check. Anyone currently on probation must be approved by the probation officer. Not to exceed two speakers per engagement. The quoter’s failure to obtain permission from their probation officer, if on supervision, will ban them from speaking engagements.

2. The quoter will provide list of geographical areas or institutions willing to travel to perform speaking engagements. Speaking engagements will be assigned according to the areas indicated. The quoter will be assigned to institutions accordingly.

3. The quoter will provide a list of any family members or friends who are currently incarcerated in the Federal Bureau of Prisons including their register number, full name and location. The quoter must disclose relevant information. If not disclosed and later discovered, the quoter will be banned from future speaking engagements.

4. The quoter will provide a written outline or video required to support the presentation time. Outline must describe what the speakers will discuss in their presentations and how the needs of the inmates will be addressed. The quoter’s presentations must provide a minimum of 60 minutes but no less than 90 minutes of presentations. This does not include in and out processing of the institution.

5. The quoter will indicate where and when the speakers served a federal or state sentence(s) or both and provide federal register number or state ID/registration number.

The quoter must disclose their inmate identifying factors.

6. The quoter will provide a professional resume stating qualifications, education, training, affiliations, and proof of at least one year of experience of post-release public speaking. Provide the locations of their past performances and professional references.

Personal references are not accepted. The quoter must provide a minimum of one page, but no more than two pages, disclosing their professional experience.

7. The quoter will provide a statement on how speakers will engage the audience to capture and maintain attention. Due to varying levels of attention span and interests of the inmates when listening to formal presentations, speakers must utilize their time wisely

(convey the message clearly and engage the inmates with interactive presentations). The speaker’s message must be positive, motivational, and focus the inmates on changing from within and spending their time while incarcerated to improve character and prepare for a successful reentry back into society. The quoter must provide a statement on how they will maintain positivity and challenge the inmates to reflect upon themselves.

8. The quoter will provide a statement on how speakers will relate to and engage a diverse population including age, race, cultural, ethnic, sexual preferences and other backgrounds. The quoter must relate to groups from diverse backgrounds (e.g., speakers of diverse races and ethnicities and having a motivational message that can reach different racial and ethnic groups).

10. The quoter will provide a statement on how speakers will apply their experience to discuss the importance of using their time to work on reentry strategies as well as any character issues in order to achieve individual success. The quoter must be able to relay to the offenders that reentry initiatives are provided to them in hopes of their successful reentry

11. The quoter will provide a statement on refraining from discussing religion, politics and anything that is sexual in nature and otherwise deemed inappropriate. Quoter’s will be banned from future speaking engagements if they discuss these topics. The quoter must remain and focus on the approved topics.

12. The quoter will describe how the speakers will garner feedback to make sure their presentations are relevant and on target. The quoter’s message must be of relevant significance.

13. The quoter will describe, in details, their motivational message. The quoter’s message must remain positive.

14. The quoter will register with https://sam.gov/SAM. The quoter will not be able to partake in this contract if they are not registered.

15. The quoter’s in-person presentations are preferred; however, circumstances may dictate the need for alternative methods of delivery including virtual presentations where equipment and technology allows. In rare cases, pre-recorded presentations may be approved by the COR as deemed necessary by the Bureau. Provide pricing for in-person sessions and virtual or pre-recorded sessions via WebEx or approved virtual platform.
