About this file
This document outlines the evaluation factors for a solicitation seeking two dental assistants. The Indian Health Service will evaluate proposals based on three factors: technical qualifications weighted at 40%, availability weighted at 40%, and price weighted at 20%. Technical qualifications and availability combined are more important than price.
The solicitation seeks candidates who meet the education or experience requirements for dental assistants as detailed in Section 5.7.1 of the solicitation form. Vendors must also submit past performance for similar services. Availability should be for a start date of October 1, 2023 or as allowed based on completion of background checks. Price quotes can use the provided fillable table or vendors' own format. Proposals are due by contacting Shandiin DeWolfe at Shandiin.DeWolfe@ihs.gov by October 1, 2023. Selection will be based on best value to the government.

SOLICITATION NO. 75H70723Q00145
~~Two (2) Dental Assistants~~
EVALUATION FACTORS
The Government will use the following three (3) factors to evaluate proposals and make a best value determination (factors are listed in descending order of importance):
1. Technical Qualifications 40%
2. Availability 40%
3. Price 20%
The proposal shall be evaluated to determine the Offeror's ability to complete all requirements necessary for successful performance under the contract. A proposal which merely paraphrases the requirements stated in the Statement of Work will be ineligible for award. In addition, a proposal that addresses only a part of the requirements will be considered unresponsive to this solicitation and unacceptable for award. The proposal should show that the requirements stated in the Statement of Work of this solicitation are understood and offer a logical approach for their achievement.
All evaluation factors other than price, when combined, are significantly more important than price. Factor 1 is more important than Factor 2 and 3. Factors 1 and 2, when combined, are more important than price. Selection of the firm to perform this Contract will be based on IHS’ assessment of the best value to the Government.
****Qualifications can be demonstrated by submitting Candidate Profiles that meet either the “Education” or “Experience” requirements detailed in Section 5.7.1 of the SF-1449. Also, please submit Past Performance of the vendor for similar services. Availability will be for a start date of 10/01/23 (this may change depending on how long background checks may take). Price can be provided in a quote of your own format or utilizing the attached “Fillable Table”.
