About this file
This document is an Attachment C for a Request for Quote (RFQ) for Kosher & Halal Meals, dated August 12, 2025, issued by FDC SeaTac (Federal Detention Center). The government will award the contract to the responsible quoter providing the best value, evaluated across three key factors: price (fairness and reasonableness), past performance (including prior experience and CPARS information), and technical capabilities (product brand/manufacturer identification).
Quoters must submit PDF quotes via email to ekramer@bop.gov, including their Dun & Bradstreet Unique Entity ID and maintaining active SAM registration. Quotes will be considered non-responsive for multiple reasons, including incomplete specifications, failure to include shipping charges in unit pricing, or not meeting 100% of menu specifications. Pricing will be rounded to the nearest 1/100 of a cent, and some line items may not be awarded. The solicitation emphasizes strict adherence to menu specifications, with no product substitutions allowed.
