About this file

This document is an Evaluation Factors and Award Information attachment for a dairy contract solicitation from the Federal Detention Center (FDC) SeaTac, dated August 12, 2025. The government will award the contract to the most responsible quoter providing the best value, considering three primary evaluation factors: price (ensuring fairness and reasonableness), past performance (including prior experience and CPARS information), and technical capabilities (specifically the product brand or manufacturer).

Quotes must be submitted via PDF email to ekramer@bop.gov, with several strict responsiveness requirements. Non-responsive quotes will be rejected for conditions such as lacking a Dun & Bradstreet Unique Entity ID, not being registered in SAM.gov, or failing to meet exact menu specifications. All quotes must include shipping/freight charges in the unit price, and prices will be rounded up to the nearest 1/100 of a cent for evaluation purposes. The solicitation indicates that some line items may not be awarded, and quotes must precisely match the specified menu specifications without substitutions.
