About this file

This is an Evaluation Factors and Award Information document for a food service solicitation issued by FDC SeaTac on May 28, 2026.

Awards will be made to responsible quoters whose quotes conform to requirements and provide the best value to the Government based on three evaluation factors: Price (fair and reasonable evaluation), Past Performance (prior experience, similar performances, CPARS information, and other relevant data), and Technical (Product Offered with Brand or Manufacturer identification). Multiple awards may be made at the Government's discretion, and some line items may not be awarded. Price evaluation will round figures with more than four decimal places up to the nearest 1/100 of a cent. Shipping and freight charges must be included in unit pricing. Winning quotes totaling $15,000.00 or less (the micro-purchase threshold) will not be awarded but passed to the Food Service Department for potential purchase card payment. All quoters must confirm their ability to accept Government purchase card payments for transactions at or below the micro-purchase threshold and provide evidence of this capability.

Quotes deemed non-responsive will not be considered for award. Quotes are non-responsive if they lack a DUN & Bradstreet Unique Entity ID (UEI) number, lack current and valid SAM registration, or fail to provide required solicitation information. Individual line items are non-responsive if specifications are not met (100 percent compliance required with no substitutions), required information is missing or illegible, conditional offers are submitted, or shipping/freight charges are not included in unit pricing. Quoters must submit legible quotes in PDF format via email to ekramer@bop.gov; quotes submitted by other means are not accepted without prior Contracting Office approval. Quotes received after the deadline will be handled per FAR 52.212-1(c).
