About this file
This is an Evaluation Factors and Award Information document for a federal procurement, dated August 12, 2025, issued by FDC SeaTac for the Food Service Department.
Awards will be made to the responsible quoter providing the best value to the Government based on three evaluation factors: Price (fair and reasonable assessment), Past Performance (prior experience, similar performances, CPARS information), and Technical (Product Brand or Manufacturer identification). Multiple awards may be made at the Contracting Officer's discretion, with some line items potentially receiving no award. Prices exceeding four decimal places will be rounded up to the nearest 1/100 of a cent. Shipping and freight charges must be included in unit pricing. Quotes totaling $15,000.00 or less will not be awarded but passed to the Food Service Department for potential purchase card processing. All quoters must confirm their ability to accept Government purchase card payments for micro-purchases and provide evidence of processing capability.
Quotes deemed non-responsive will not be considered for award. General non-responsiveness conditions include failure to include a DUN & Bradstreet Data Unique Entity ID (UEI) number, lack of current SAM registration, or failure to provide required solicitation information. Line item-specific non-responsiveness includes: changes in item specifications or products not meeting 100 percent menu specifications, missing or illegible information, conditional offers (all-or-none basis), or failure to include shipping/freight charges in unit pricing. Quoters must submit legible quotes in PDF format to ekramer@bop.gov; quotes received after the deadline will be handled per FAR 52.212-1(f).
