About this file
This document is an Evaluation Factors and Award Information attachment for a federal quotation solicitation. Award will be made to the responsible quoter whose quote provides the best value to the Government based on three evaluation factors: Price (fair and reasonable assessment), Past Performance (prior experience, similar work, CPARS data, and other relevant information), and Technical factors (Product Brand or Manufacturer identification). Multiple awards may be made at the Government's discretion, and some line items may not be awarded.
Quoters must submit legible quotes in PDF format via email to ekramer@bop.gov and will be deemed received at the time indicated on the email notification. Quotes are subject to specific responsiveness requirements: quoters must include a DUN & Bradstreet Unique Entity ID (UEI) number, maintain current valid registration in the System for Award Management (SAM) at www.sam.gov, and provide all information required by the solicitation. Quoters must confirm their ability to accept Government purchase card payments for all transactions at or below the micro-purchase threshold ($15,000.00) and provide evidence of purchase card processing capability. Shipping and freight charges must be included in unit pricing, and prices with more than four decimal places will be rounded up to the nearest 1/100 of a cent. Quotes are considered non-responsive if they contain specification changes, incomplete or illegible line item information, conditional offers, or missing shipping/freight charges. Winning quotes totaling $15,000.00 or less will not be awarded but may be passed to the Food Service Department for purchase card procurement.
