About this file
This is an Attachment containing evaluation factors and award information for a federal quote solicitation issued by the Federal Bureau of Prisons (FDC SeaTac) on August 12, 2025.
Award will be made to the responsible quoter whose quote conforms to requirements and provides best value to the Government based on three evaluation factors: (1) Price—evaluated for fairness and reasonableness with shipping and freight charges included in unit pricing; (2) Past Performance—including prior experience, similar performances, CPARS information, and other relevant data; and (3) Technical—identified by product brand or manufacturer. Multiple awards may be made at the Contracting Officer's discretion, and some line items may not be awarded. Prices exceeding four decimal places will be rounded up to the nearest 1/100 of a cent. Quoters must confirm their ability to accept Government purchase card payments for transactions at or below the micro-purchase threshold ($15,000.00). Winning quotes totaling $15,000.00 or less will not be awarded but passed to the Food Service Department for discretionary purchase card procurement.
Non-responsive quotes will not be considered for award. Quotes may be deemed non-responsive if they omit the DUN & Bradstreet Unique Entity ID (UEI) number, lack current SAM.gov registration, fail to provide required information, contain changes to item specifications that do not 100 percent meet menu specifications, omit legible line item information, are conditional offers, or exclude shipping and freight charges from unit pricing. Quoters must submit legible quotes in PDF format via email to ekramer@bop.gov; quotes submitted by other means require prior Contracting Office approval, and late submissions will be handled in accordance with FAR 52.212-1(f).
