About this file

This document is an Evaluation Factors and Award Information attachment for a federal quote solicitation issued by FDC SeaTac on August 12, 2025. The government will award the contract to the most responsible quoter providing the best value, evaluated across three key factors: price (fairness and reasonableness), past performance (including prior experience and CPARS information), and technical merit (product brand/manufacturer identification). Quotes will be considered non-responsive for various reasons, including lacking a Unique Entity ID, not being registered in SAM.gov, or submitting products that do not 100% meet specified menu specifications.

Quotes must be submitted via PDF email to SET-Contracting-S@bop.gov by the specified deadline, with all shipping/freight charges included in unit pricing. Pricing will be rounded up to the nearest 1/100 of a cent for evaluation purposes, and some line items may not be awarded. The solicitation emphasizes strict compliance with specifications, warning that any deviation or incomplete information could result in a non-responsive quote being rejected from consideration.
