About this file

This is an evaluation factors and award information document for a federal quotation solicitation dated August 11, 2026. The Government will award to the responsible quoter whose quote conforms to requirements and provides best value, evaluated on three factors: Price (fair and reasonable assessment), Past Performance (prior experience, similar performances, CPARS information), and Technical (product brand or manufacturer identification). Multiple awards are permitted at the Government's discretion, and some line items may not be awarded.

Pricing requirements include rounding prices with more than four decimal places up to the nearest 1/100 of a cent, with shipping and freight charges mandatorily included in unit pricing. Winning quotes totaling $15,000 or less will not be awarded but passed to the Food Service Department for potential purchase card procurement. All quoters must confirm ability to accept Government purchase card payments for micro-purchase transactions and provide evidence of processing capability. Non-responsive quotes will be rejected if they lack a DUN & Bradstreet UEI number, current SAM registration, required solicitation information, fail to meet 100 percent menu specifications, lack legible line item details (product pictures, case count, item type, brand, weight, size), contain conditional all-or-none offers, or exclude shipping/freight charges from unit pricing. Quoters must submit legible quotes in PDF format via email to ekramer@bop.gov, with receipt time determined by email notification timestamp. Quotes submitted after the deadline will be handled per FAR 52.212-1(c).
