About this file

This is an Evaluation Factors and Award Information document (Attachment C) for a federal procurement solicitation dated May 28, 2026, issued by the Federal Bureau of Prisons (BOP) for food service products to FDC SeaTac.

Awards will be made to responsible quoters providing the best value based on three evaluation factors: price (fair and reasonable evaluation), past performance (prior experience, CPARS information, and contractor performance history), and technical merit (product brand or manufacturer identification). Multiple awards may be made at the government's discretion, with some line items potentially unawarded. Prices exceeding four decimal places will be rounded up to the nearest 1/100 of a cent. Shipping and freight charges must be included in unit pricing. Winning quotes totaling $15,000 or less will be passed to the Food Service Department for purchase card processing rather than awarded as contracts. All quoters must confirm their ability to accept government purchase card payments for micro-purchases and provide evidence of processing capability.

Quotes deemed non-responsive will not be considered for award if they lack a D&B Unique Entity ID (UEI), fail to maintain current SAM registration, or omit required solicitation information. Line items will be marked non-responsive if products do not 100 percent meet menu specifications, required information is missing or illegible, offers are conditional (all-or-none basis), or shipping charges are not included in unit pricing. Legible quotes must be submitted by email to ekramer@bop.gov in PDF format; quotes received after the deadline will be handled per FAR 52.212-1(c). Quotes submitted through other means require prior Contracting Office approval.
