About this file
This is an Evaluation Factors and Award Information document for a federal quotation (RFQ). The Government will award the contract to the responsible quoter whose quote conforms to requirements and provides the best value, evaluated across three primary factors: (1) Price, assessed for fairness and reasonableness; (2) Past Performance, including prior experience, similar projects, CPARS data, and other information deemed relevant by the Contracting Officer; and (3) Technical merit, specifically Project Design that complies with performance criteria, applicable codes, and integration requirements as outlined in the Statement of Work.
Quotes deemed non-responsive will be excluded from award consideration. Non-responsive conditions include: failure to include a DUN & Bradstreet Data Unique Entity ID (UEI) number; lack of current and valid System for Award Management (SAM) registration at www.sam.gov; failure to provide required solicitation information; or submission of pricing for products or services that do not meet specifications. Quoters must submit legible quotes in PDF format via email to ekramer@bop.gov, with receipt time determined by email notification timestamp. Quotes submitted through other means require prior Contracting Office approval, and late submissions will be handled in accordance with FAR 52.212-1(c).
