The procurement seeks bids for one new 23-foot aluminum center console Safe Boat vessel equipped with twin 200HP Yamaha outboard engines, trailer, navigation and marine electronics, and all required accessories. Bid responses are due July 30, 2026 at 12:00 PM EST, with apparent successful bidder notification expected July 31, 2026 and an anticipated contract start date of August 1, 2026. Questions must be submitted by July 23, 2026 at 12:00 PM EST, with official answers published by July 27, 2026 at 4:00 PM EST. The vessel must be delivered to the Division's facility at 836 South Rodney French Boulevard, New Bedford, Massachusetts. The contract term is one year with no renewal options, and the estimated procurement value is $325,000.
All bidders, regardless of size, must submit a mandatory Supplier Diversity Plan committing to a minimum of one percent spending with Massachusetts Supplier Diversity Office-certified diverse businesses or non-profit organizations in eligible categories (MBE, WBE, SDVOBE, VBE, M/NPO, W/NPO, V/NPO, DOBE, or LGBTBE). Failure to provide a compliant SDP bars contract award. This is a Small Business Purchasing Program-preferred solicitation offering award preference to registered SBPP participants meeting best value criteria. Evaluation criteria consist of five components: compliance with required specifications (40 points), supplier diversity plan submission (25 points), price with best pricing receiving full 10 points and subsequent bids reduced proportionally (10 points), vendor experience measured by years of experience manufacturing comparable vessels (5-15 points), and delivery, warranty, and reliability (10 points), totaling 100 possible points. Responses must be submitted electronically through COMMBUYS using "Create Quote" functionality.

5. Delivery: Ability to meet the required delivery, and timeframe in which the vessel can be manufactured and delivered.
