About this file
This document is the Evaluation Criteria for a Request for Quotation (RFQ) for a siliconization furnace. The Government will award a contract to the responsible offeror whose offer conforms to the solicitation and is most advantageous, considering technical, past performance, and price factors. The technical evaluation will assess if the proposed product meets the performance characteristics and specifications, with a focus on features that exceed the minimum requirements and would be most beneficial to the Government. Past performance will be evaluated on an acceptable/unacceptable basis, and only acceptable offers will be eligible for award. The Government is willing to pay more for a furnace with a smaller footprint, lower power consumption, and rapid cooling capability. Offerors must provide at least 3 records of sales from the previous 36 months. This is a Small Business Set-Aside that will convert to full and open competition if no acceptable small business offers are received. Offers are due 15 business days after posting by 11:59am EST.

Evaluation Criteria - Supplies (Tradeoff)
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price.
The Technical element of the evaluation will first be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. Those offers that meet or exceed the stated performance characteristics and specifications will then be evaluated in terms of technical aspects above the minimum requirements and of those aspects not addressed in the solicitation performance characteristics and specifications that would be most beneficial to the Government. In particular, the Government is willing to trade-off on price for offerors that exceed the following performance characteristics/specifications and/or delivery time:
Past Experience: Past Performance will be evaluated on an acceptable/unacceptable rating basis. An “Acceptable” rating is defined as the Government having reasonable confidence that the offeror can complete all requirements under the contract and meet stated delivery dates. An “Unacceptable” rating is defined as the Government having minimal confidence that the offeror can complete all requirements under the contract and meet stated delivery dates. Only offerors rated “Acceptable” will be eligible for award. The ratings will be based upon past performance information submitted by the offeror, as well as any other past performance information the Government may obtain.
· Offeror demonstrates sales in manufacturing and sales of high-temperature (greater than 1500°C) vacuum and atmosphere controlled furnaces, specifically configured for dedicated use in silicon infiltration with silicon vapor mitigation control hardware and integrated software for a period no less than ten (10) continuous years preceding the solicitation date and with not less than ten (10) delivered units of comparable capability and size or greater over the same period.
· Footprint: Refer to Figure 1. Laboratory Layout Schematic for the footprint and related installation requirements.
· Government is willing to pay more for a unit that maintains a smaller footprint, and uses less peripheral space outside the Allowable Equipment Space designated in Figure 1, without sacrificing salient characteristics, to preserve useful laboratory space.
Figure 1. Laboratory Layout Schematic. Primary allowable equipment space measures 113” x 72” and should include the main body of the furnace. A larger region, 144” x 185” may contain peripheral support equipment or systems. Loading of the furnace should occur from at least one of the designated directions as shown. No peripheral equipment that contains any exposed high voltage wiring is permitted in the region labeled “No High Voltage”. Equipment hook ups for power, water, and gasses will originate from the wall as labeled.
· Run Capability: Fully automated run capability including auto shutdown
· Power consumption: The government is willing to pay more for systems that meet the salient characteristics and consume less than 50 kW of peak operating power under sustained operational loads.
· Cooling: A rapid / fast cooling option that, when employed, can reduce the cooling rate by at least 50% relative to the standard condition without the fast-cooling capability.
The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets or exceeds the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications.
Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include ____3____ records of sales from the previous ___36___ months. Offerors may redact customer information. .
Price will be evaluated based on the total proposed price, including options, (if any).
Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions.
