About this file
This is an Evaluation Criteria document for a Request for Proposal (RFP) issued by Clovis Unified School District in California for IRA Tax Credit Recovery Services. The District is seeking professional services to identify, document, prepare, submit, and support federal clean energy incentive reimbursement claims under the Inflation Reduction Act of 2022, as well as other reimbursement opportunities associated with completed District energy projects. Proposal packages and documents are available at no cost online at https://www.cusd.com/bid-schedule. The District reserves the right to award the contract by line item or in total, whichever serves the District's best interest, and may request clarification from bidders during evaluation without allowing proposal modifications.
The evaluation will be conducted using a 100-point scoring system with the following weighted criteria: Price (45 points), Vendor Questionnaire (30 points), References (15 points), and Response to RFP (10 points). The District will score and rank proposals by assigning scores within the maximum range for each criterion and will recommend awarding the contract to the most responsive and responsible bidder with the highest total proposal score. The District reserves the right to accept or reject any and all proposals or any portion or combination thereof. Unsolicited services or incentives offered as part of the proposal response will not be evaluated or considered in the award process. Proposals will be opened and reviewed on or after the specified submission deadline date and time.
