EVALUATION CRITERIA
Decisional Rule Criteria Best Value Trade-Off:
The quoter’s quotation will be evaluated in three areas: Technical, Past Performance, and Price.
Technical areas are more important than Past Performance, which in turn is more important than Price. Quoters should recognize that Price, although of lesser importance than Technical and Past Performance, might contribute substantially to the Source Selection Authority’s (SSA’s) contract award decision. As the evaluation of competing quotations in the Technical and Past Performance areas become more equal in rating, the more important Price will be come in selecting the best value for the Government. Technical and Past Performance areas will be evaluated in accordance with FAR 13.106-2(b)(3), Evaluation of Quotations or Offers.
The quoter’s quotation must clearly demonstrate, at the time of submission, unless otherwise stated, the capability to meet the Decisional Rule criteria. Quotations will be rated based on the
Decisional Rule criteria. Quotations shall clearly demonstrate the capability to meet all the following Decisional Rule criteria:
1. The contractor, or individual performing on behalf of the contractor as the technician, must hold valid certifications/licensure as required by the State of Arizona to perform laser tattoo removal. The contractor must provide, with their quote, photocopies of documents evidencing the ability to meet qualifications to perform required services in Arizona. Contractors must submit with their quote a resume, photocopies of documents evidencing education, training, and experience.
2. The contractor will be responsible for equipment, maintenance, transportation, delivery and set up of unit, tractors, trailers, power source for all equipment, drivers, complete maintenance/service coverage on all equipment, training, staffing insurance, site planning and consultation, marketing, and support.
3. The contractor will develop a plan to educate inmates to be recruited for the tattoo removal program, and they have the appropriate material to give informed consent to participate.
4. The contractor will coordinate with NGU staff to develop procedures for any follow-up services that may be required until the tattoo is completely removed.
5. The contractor will develop and maintain a digital record system to track the tattoo removal process of each tattoo. Documentation will consist of written and color photos detailing each session by utilizing before and after photos of each session to document the services provided.
PRICING
Prices quoted to the Government shall be as low as or lower than those charges to the supplier’s most favored customer for comparable quantities under similar terms and conditions, in addition to any discounts offered for prompt payment.
AWARD WITHOUT DISCUSSIONS
Quoters are advised an award may be made without discussions. The Contracting Officer cannot overemphasize the necessity for the initial quotation of a quoter to provide the Government with sufficient information identifying the quoter's best terms from a cost or price and technical standpoint.
DELIVERIES
In accordance with Federal Acquisition Regulation (FAR) 16.505, and the clause located in FAR 52.216-18, Ordering, states that any supplies or services to be furnished under this contract shall be ordered by issuance of task orders by a warranted Contracting Officer in the National Acquisitions Section Contracting Office
