About this file

This document is an Evaluation Criteria document for the Red Devil Mine Baseline Monitoring project in Alaska for 2026-2027, focused on establishing detailed requirements for contractor selection. The criteria cover three primary proposal elements: Past Performance, Technical Capability, and Company Experience, with specific evaluation objectives targeting a contractor's ability to conduct complex environmental monitoring in remote locations. Key requirements include having staff with expertise in hydrogeology, hydrology, chemistry, project health and safety, and logistics, with strict experience mandates such as a project manager with 5+ years of monitoring experience, a field team lead with 3+ years of remote site work, and a chemist with 3+ years of specialized data analysis experience. Contractors must demonstrate capability to collect high-quality data, manage logistical challenges, meet sample holding times, and compile comprehensive data sets, with the document emphasizing that proposals must clearly show competence across all technical elements to be considered viable for the CERCLA (Comprehensive Environmental Response, Compensation, and Liability Act) project.

Evaluation Criteria

Red Devil Mine - Alaska 2026-2027 Baseline Monitoring

Data quality objectives for baseline monitoring at Red Devil are based on and generally consistent with those developed for the Remedial Investigation. Consequently the contractor tasked with performing baseline monitoring must possess the technical understanding and experience to collect data of appropriate quality in a cost effective manner. The criteria listed are based on the technical, logistical and regulatory challenges inherent to the Red Devil CERCLA project.

Proposal Element Evaluation Criteria Evaluation Objective Past Performance Review of CPARS and other available performance evaluations.

Each proposer should also provide at least 3 references who can provide objective feedback on at least one project with similar scope and complexity.

1. Does the contractor understand monitoring methods and procedures employed on CERCLA sites

2. Does the contractor have experience collecting high quality data in remote locations with challenging logistics

Technical Capability emphasizing the expertise and experience of key project contributors

1. Does the contractor or proposed subcontractor have staff with expertise in hydrogeology/hydrology, chemistry, project health and safety, project management and logistics

2. The project manager should have a minimum of 5 years of experience in monitoring, with at least 1 project completed at a remote site

3. The field team lead should have a minimum of 3 years of experience with at least 1 project completed at a remote site

4. The chemist responsible for modifying the project quality assurance plan and for reviewing the data and developing the analytical quality assurance summary should have at least 3 years of experience in

Does the contractor have enough staff with right mix of skills to collect the data within the specified time frames and the right specialized experience to meet all the data quality objectives and quality control/quality assurance requirements for this CERCLA project.

performing this very specialized task

5. Does the proposal specify who will write the project health and safety plan and does that person have at least 1 year of experience developing such documentation

Company experience with similar monitoring projects

1. Has the proposer performed projects of similar scope, scale in remote locations

2. How many key staff described in the proposal played a similar role in the company’s past projects –

3. Is the laboratory subcontractor on the ADEC’s list of approved laboratories?

Does the contractor have the knowledge and experience to collect high quality data in remote areas, analyze the data within the context of project objectives and overcome logistical obstacles to:

1. Mob/demob of personnel and equipment/material

2. Arrange and manage field team accommodations,

3. Meeting sample holding times

4. Compile a complete data set of appropriate data quality

The criteria defined above represent a minimum capability that any contractor must meet in order for their proposal to successfully conduct baseline monitoring at Red Devil Mine. Any proposal that does not clearly demonstrate overall capability in all three technical elements according to the criteria defined above should not be considered capable of successfully executing this monitoring project.
