About this file
This is an Evaluation Criteria document using a Lowest Price Technically Acceptable (LPTA) evaluation approach for solicitation W911QX-26-Q-A070 issued by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground. The solicitation seeks one (1) Helium leak checker with associated parts for the High Frequency Electronics and Materials branch within the Advanced Photonics, Electronics, and Quantum Sciences (APEQS) division at the Army Research Lab (ARL). The evaluation will be conducted on a lowest-price technically acceptable basis, meaning proposals must meet minimum technical requirements to be considered for award, with price as the primary differentiator among acceptable offers.
The document indicates that detailed minimum characteristics and technical specifications for the Helium leak checker are provided in attached salient documentation. Offerors are expected to review these specifications to ensure their proposed equipment meets all mandatory technical requirements before submitting pricing proposals. Under the LPTA evaluation method, any proposal that satisfies the technical acceptability threshold will be evaluated solely on price, with the lowest-priced technically acceptable offer receiving award consideration.

MEMORANDUM FOR RECORD
SUBJECT: Determination for use of Lowest Priced Technically Acceptable (LPTA) Source Selection Criteria or Simplified Acquisitions for W911QX-26-Q-A070 requires one (1) Helium leak checker in support of the Army Research Directorate (ARD).
In accordance with (IAW) DFARS 213.106-1, FAR 15.101-2 and DFARS 215.300, solicitations following the LPTA process shall clearly state that award will be based on the lowest evaluated price of proposals received that meet, or exceed, the acceptable standards of the non-price factors identified in the solicitation IAW FAR 15.101-2(b)(3). The Contracting Officer (KO) documents the contract file describing the circumstances justifying the use of the LPTA.
The KO has determined that the subject solicitation is being solicited using the LPTA and that the following conditions exist permitting the use of LPTA:
X Minimum requirements can be described clearly and comprehensively and expressed in terms of performance objectives, measures, and standards that will be used to determine the acceptability of offers;
X No, or minimal, value will be realized from a proposal that exceeds the minimum technical or performance requirements;
X The proposed technical approaches will require no, or minimal, subjective judgment by the source selection authority as to the desirability of one offeror’s proposal versus a competing proposal;
X The source selection authority has a high degree of confidence that reviewing the technical proposals of all offerors would not result in the identification of characteristics that could provide value or benefit;
X No, or minimal, additional innovation or future technological advantages will be realized by using a different source selection process;
X Goods to be procured are predominantly expendable in nature, are nontechnical, or have a short life expectancy or short shelf life (See PGI 215.101-2-70(a)(1)(vi) (DFARS/PGI view) for assistance with evaluating whether a requirement satisfies this limitation);
X The contract file contains a determination that the lowest price reflects full life-cycle costs (as defined at FAR 7.101) of the product(s) or service(s) being acquired (see PGI 215.101-2-70(a)(1)(vii) (DFARS/PGI view) for information on obtaining this determination) Evaluation Criteria
(Lowest Price Technically Acceptable)
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors.
Technical Acceptability:
The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications.
1.
Past Performance:
Past performance will be evaluated on an acceptable/unacceptable rating basis. An “Acceptable” rating is defined as the Government having reasonable confidence that the offeror can complete all requirements under the contract and meet stated delivery dates. An “Unacceptable” rating is defined as the Government having minimal confidence that the offeror can complete all requirements under the contract and meet stated delivery dates. The ratings will be based upon past performance information submitted by the offeror, as well as any other past performance information the Government obtains. The offeror shall submit one (1) records of past performance from the past 12 months with their offer. Only offerors rated “Acceptable” will be eligible for award. Award will be made to the lowest price technically acceptable offer out of all offers rated “Acceptable”.
2.
Price (including in all instances):
Price will be evaluated based on the proposed total price, including options, (if any).

Technical Capabilities/Specification
Past Performance and performance must be included as an evaluation factor for these procurements.
