About this file
This is an Evaluation Criteria document outlining the Government's assessment methodology for the CHemicalInformatics solicitation (HT942626QE036). The Government intends to award one Firm-Fixed Price contract to the responsible offeror whose conforming offer provides the best value, with award anticipated without discussions unless the Contracting Officer determines discussions are necessary. The Government reserves the right to make no award.
Proposals will be evaluated on three factors with specific weightings: Evaluation Factor A (Technical) is significantly more important than Evaluation Factor B (Completeness), and the combined non-price factors (A and B) are significantly more important than Evaluation Factor C (Price Reasonableness). However, when Factors A and B are comparable in merit, price becomes more important in the award decision. Offerors must achieve a minimum rating of "Acceptable (Green)" for the Technical factor and either "Satisfactory Confidence" or "Neutral Confidence" for the Completeness factor to be eligible for award. The Technical evaluation assesses risk related to schedule disruption, cost increases, performance degradation, oversight requirements, and contract performance likelihood using color-coded ratings from Blue (Outstanding) to Red (Unacceptable). The Completeness evaluation requires a complete Business volume including all items specified in the Instructions to Offerors, with the option to cure deficiencies during discussions or clarifications. Price Reasonableness will be evaluated using competitive pricing techniques, market research, historical data, or an Independent Government Cost Estimate.

52.212-2 EVALUATION – COMMERCIAL ITEMS(FEB 2026)
1. Criteria and Basis for Contract Award
1.1. The Government intends to award one, Firm-Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is a best-value procurement. The offeror’s initial proposal shall contain the offeror’s best terms from a price and technical standpoint. The Government intends to evaluate proposals and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government reserves the right to make no award as a result of this solicitation.
1.2. The evaluation of proposals will be based on the following factors:
Evaluation Factor A – Technical Evaluation Factor B – Completeness Evaluation Factor C – Price Reasonableness
Each offeror’s proposal will be evaluated on a trade-off basis taking into consideration evaluation factors A through C. In doing so Evaluation Factor A – Technical is significantly more important than Evaluation Factor B – Completeness. Additionally, the non-price factors A and B, when combined are significantly more important than Evaluation Factor C – Price Reasonableness. The closer the merits of Evaluation Factor A – Technical and Factor B – Completeness are to one another, the greater importance of Evaluation Factor C – Price Reasonableness will be in making an award determination. It should be noted that award may be made to other than the lowest price offeror if the Government determines that a price premium is warranted due to a higher quality of evaluation Factor A – Technical and Factor B – Completeness.
The Business volume will be evaluated for completeness (Evaluation Factor B). An award will only be made to an offeror that has submitted a complete Business volume. An incomplete Business volume may be revised during discussions (if discussions are held) or through clarifications (if clarifications are held) and then may be considered to be complete.
To receive consideration for award, offerors must achieve minimum rating of “Acceptable (Green)” for Evaluation Factor A (Technical) and “Satisfactory Confidence” or “Neutral Confidence” for Evaluation Factor B (Completeness).
2. Evaluation Factors
2.1. Technical, Price and Business volumes submitted in response to this solicitation will be evaluated in accordance with the evaluation factors contained in Evaluation Factors for Award, Section 2, and subparagraphs.
2.2. Information will only be evaluated if it is submitted in the appropriate Volume. For example, Price Reasonableness information provided in the Technical volume will not be evaluated.
2.3. Evaluation Factor A: Technical
2.3.1. Based on the comprehensiveness, depth and quality demonstrated in the Technical Volume, the Government will assess the risk to the Government as it relates to the offeror’s technical proposal. Risk assesses the degree to which the offeror’s proposed approach may cause disruption of schedule, increased price, degradation of performance, the need for increased Government oversight, or the likelihood of unsuccessful contract performance. Evaluation Factor A will be evaluated specifically based on the requirements outlined in Instructions to Offerors. Failure to address any of the requirements of Instructions to Offerors will reflect negatively upon the offeror’s rating for Evaluation Factor A.
Offerors’ proposals will be evaluated on a best value basis using the ratings listed below:
Color
Rating
Description
Blue
Outstanding
Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths. Risk of unsuccessful performance is very low.
Purple
Good
Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength. Risk of unsuccessful performance is low.
Green
Acceptable
Proposal indicates an adequate approach and understanding of the requirements. Risk of unsuccessful performance is no worse than moderate.
Yellow
Marginal
Proposal has not demonstrated an adequate approach and understanding of the requirements. Risk of unsuccessful performance is high.
Red
Unacceptable
Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable.
2.3.2. The Government will not assume that the offeror possesses any capability or knowledge unless it is specified in the Technical volume.
2.4. Evaluation Factor B: Completeness
2.4.1. The offeror’s Business volume will be examined to ensure that it has been completed in accordance with the Instructions to Offerors. Awards will only be made to offerors whom have submitted complete Business volumes. An incomplete Business volume may be revised during discussions (if discussions are held) or through clarifications (if clarifications are held) and then may be considered to be complete. The Business volume evaluation will occur separately and will not be used in a tradeoff analysis.
2.4.1.1. The Business volume is considered to be complete if it includes all items required by the Instructions to Offerors within the solicitation and all items are completed in accordance with the Instructions to Offerors within the solicitation.
2.4.1.2. The Business volume may be considered incomplete if one or more items required by the Instructions to Offerors are not submitted and/or one or more items is not completed in accordance with the Instructions to Offerors
2.4.1.3 Please provide two previous contracts that were similar to this requirement provide the following information:
a. Contract number
b. Name and Agency of Contract
c. Point of Contact with the company with email or telephone contact information
d. Description of work to include dates and dollar amount
2.5. Evaluation Factor C: Price Reasonableness
2.5.1. Adequate price competition is expected for this acquisition.
2.5.2. The offeror’s Price Volume will be examined to determine the degree to which the proposed rates and total price for the contract represents fair and reasonable pricing. The price volume will be evaluated using any combination of techniques identified in FAR 13.106-3(a) to include, but not limited to, competition, market research, historical prices paid or an IGCE.
3. Notice of Award. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
