(1) TECHNICAL APPROACH (30)
This rating will be based on an assessment of the vendor’s entire quote in terms of its demonstrated understanding of EPA’s requirements as defined in the areas of the Statement of Work. The vendor shall describe a plan for successful completion of the work requirements, giving an illustration of how an appropriate balance of depth, detail, and scope for the tasks will be achieved such that efficient utilization of resources results.
(2) PAST PERFORMANCE (30)
The vendor shall demonstrate successful past performance as evidenced by providing a list of contracts completed during the past three years and those currently in process for similar work. For each contract listed, vendors shall provide the information listed below:
a) Contract Number
b) Client
c) Name of Contract/Project
d) Description of Contract/Project
e) Period of Performance
f) Reference Point of Contact
g) Phone and E-Mail of POC
This section should address the following performance areas in narrative form. Please note it is important to clearly explain the similarities between your past performance and the work areas identified in the Statement of Work.
1) Quality of Product or Service
2) Schedule (Timeliness)
3) Effectiveness of Management
4) Initiative in Meeting Requirements
5) Response to Technical Direction
6) Responsiveness to Performance Problems
7) Cost Control
8) Management of Key Personnel
9) Customer satisfaction
10) Overall performance
(3) QUALIFICATIONS OF PERSONNEL/CORPORATE EXPERINCE (40)
Vendors will be evaluated based on the demonstrated specific, relevant education and experience and availability of all proposed personnel. Vendors should specifically address the expertise/experience of the proposed individuals in the following areas:
a) Key Managerial Personnel and Key Project Staff:
Resumes shall be provided for all proposed key managerial personnel and key project staff. The key managerial personnel will be evaluated on their technical expertise, facilitation and strategy planning certifications along with explanations and criteria for those certifications, and their ability to oversee the administration of the contract and to provide project management in the specified Statement of Work areas.
b) Other Project Staff and Subcontractors and Consultants:
Overall project staff, subcontractors and consultants will be evaluated on their overall experience, qualifications and disciplinary areas needed to successfully accomplish the wide range of program areas related to the Statement of Work.
