About this file

This document outlines the evaluation factors and basis of award for a federal contract opportunity for ground maintenance services. The Government will evaluate quote submissions using a Best Value/Tradeoff Process based on three primary evaluation factors listed in descending order of importance: (1) Technical capability to furnish all labor, tools, vehicles, insurance, management/supervision, supplies, and equipment necessary to provide ground maintenance services as defined in the Statement of Work; (2) Management capability to manage the total work effort and ensure fully adequate and timely completion of services; and (3) Past performance documentation demonstrating the contractor's ability to meet requirements. Submission of a current or past performance document is mandatory; failure to provide this documentation will result in the contractor being deemed non-responsive and ineligible for award.

Price evaluation will be conducted in accordance with FAR Subpart 12.209 and must be submitted on the attached pricing template. The Contracting Officer will determine that the prospective contractor is responsible and that offered prices (inclusive of discounts) are reasonable and commensurate with the Government's needs. Under the Best Value approach, the award will be made to the most advantageous offer considering price and non-price factors; the lowest price quote will not necessarily receive the award. This evaluation methodology permits tradeoffs among factors, allowing the Government to select an offer other than the lowest-priced submission. The contracting agency is FEMA, a federal tax-exempt entity with Tax Exempt Number 52-1227911.

Evaluation Factors

Evaluation Criteria: Best Value

The Government will evaluate quote submissions based on the following evaluation factors, listed in descending order of importance:

Factor 1-Technical: The Contractor shall furnish all labor, tools, vehicles, insurance, management/supervision, supplies and equipment necessary to provide ground maintenance services as defined in the Statement of Work

(SOW).

Factor 2-Management: The Contractor shall manage the total work effort associated with the ground’s maintenance services required herein to assure fully adequate and timely completion of these services.

Factor 3- Contractor shall submit a current or past performance document to show they can meet the requirement according to the Statement of Work.

*If past performance document is not provided, contractor will be determined to be non-responsive and ineligible for an award.

Factor 3- Price: The Government will evaluate offers for awards in accordance with FAR Subpart 12.209 and per the requirements of the statement of work, and the Contracting Officer shall determine that the prospective Contractor is responsible and that the prices offered (inclusive of discounts) are reasonable before award the contract. The Contracting Officer must ensure that contract terms, conditions, and prices are commensurate with the Government’s need. Pricing shall be completed on the attached pricing template, and the evaluation will also be based on the above criteria. FEMA is a federal tax-exempt agency and does no reselling of its services. The FEMA Tax Exempt Number is 52-1227911.

Basis of Award

Quotes received will be evaluated for award in accordance with the Best Value/Tradeoff Process and based on the evaluation factors listed above. The best value is represented by the most advantageous offer, price and other non-price factors. Price is not the determining factor for this requirement. Although price is important it may not result in the best value. Therefore, the best value may not necessarily be the quote offering the lowest price or receiving the highest technical rating. This process permits tradeoffs among price and non-price factors and allows the Government to accept other than the lowest price quote.
