About this file
The document is an Evaluation Criteria file for the County of Volusia's Housing Standards Home Inspections contract opportunity. The county seeks licensed home inspectors to conduct Housing Quality Standards (HQS), Uniform Physical Condition Standards (UPCS), and National Standards for the Physical Inspection of Real Estate (NSPIRE) inspections for various housing assistance programs funded by HUD and the State Housing Initiatives Partnership (SHIP). The contract will require comprehensive housing inspections for rental assistance, homebuyer assistance, and affordable housing development or rehabilitation programs.
The evaluation of proposals will be based on four key criteria: total cost (30 points), contractor qualifications (20 points), ability to meet timeline (30 points), and experience (20 points). Respondents must submit three references for similar projects completed within the last three years, with the County of Volusia explicitly excluded as a reference. Contractors must be Florida Licensed Home Inspectors and provide detailed resumes and licenses of key personnel. The inspections will support federal and state-funded housing programs, with transition to NSPIRE inspections expected by October 1, 2024, covering rental units, homebuyer assistance properties, and other housing initiatives supported by HUD and state funding sources.
