About this file

The document is an Evaluation Criteria file for a Lowest Price Technically Acceptable (LPTA) source selection process for solicitation W911QX25QA058, issued by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground. The procurement is for one (1) High Throughput Cell Sorter in support of Dr. Rebecca Renberg, with a targeted acquisition date of 06 JUL 2025.

The evaluation methodology will focus on technical acceptability and price, with technical evaluation determining whether the proposed product meets specified performance characteristics and specifications. Past performance will not be evaluated due to the low complexity of the supplies. Vendors must provide comprehensive descriptive materials to demonstrate product compliance, and the contract will be awarded to the responsible offeror with the lowest evaluated price that meets or exceeds the solicitation's acceptability standards. The Contracting Officer has determined that the LPTA process is appropriate based on several predefined conditions, including clear minimum requirements and minimal expected value from proposals exceeding technical requirements.

MEMORANDUM FOR RECORD

SUBJECT: Determination for use of Lowest Priced Technically Acceptable (LPTA) Source Selection Criteria or Simplified Acqusitions for W911QX25QA058 for One (1) High Throughput Cell Sorter in support of the Dr. Rebecca Renberg.

In accordance with (IAW) DFARS 213.106-1, FAR 15.101-2 and DFARS 215.300, solicitations following the LPTA process shall clearly state that award will be based on the lowest evaluated price of proposals received that meet, or exceed, the acceptable standards of the non-price factors identified in the solicitation IAW FAR 15.101-2(b)(3). The Contracting Officer (KO) documents the contract file describing the circumstances justifying the use of the LPTA.

The KO has determined that the subject solicitation is being solicited using the LPTA and that the following conditions exist permitting the use of LPTA:

X Minimum requirements can be described clearly and comprehensively and expressed in terms of performance objectives, measures, and standards that will be used to determine the acceptability of offers;

X No, or minimal, value will be realized from a proposal that exceeds the minimum technical or performance requirements;

X The proposed technical approaches will require no, or minimal, subjective judgment by the source selection authority as to the desirability of one offeror’s proposal versus a competing proposal;

X The source selection authority has a high degree of confidence that reviewing the technical proposals of all offerors would not result in the identification of characteristics that could provide value or benefit;

X No, or minimal, additional innovation or future technological advantage will be realized by using a different source selection process;

X Goods to be procured are predominantly expendable in nature, are nontechnical, or have a short life expectancy or short shelf life (See PGI 215.101-2-70(a)(1)(vi) (DFARS/PGI view) for assistance with evaluating whether a requirement satisfies this limitation);

X The contract file contains a determination that the lowest price reflects full life-cycle costs (as defined at FAR 7.101) of the product(s) or service(s) being acquired (see PGI 215.101-2-70(a)(1)(vii) (DFARS/PGI view) for information on obtaining this determination) Evaluation Criteria (Lowest Price Technically Acceptable)

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors.

1. Technical Acceptability:

The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications.

2. Past Performance:

Past performance will not be evaluated. The Contracting Officer determines that past performance need not be evaluated because the supplies being purchased are of a low complexity that past performance information would not make a substantial difference.

3. Price (include in all instances):

Price will be evaluated based on the total proposed price, including options, (if any).
