EVALUATION CRITERIA

DINGELL ACT EXCHANGE CLASS III CULTURAL RESOURCE INVENTORY OF FEDERAL EXCHANGE PARCELS

Evaluation Criteria

The Government is seeking offers that provide the best combination of quality and price in order to select the greatest overall benefit or “best value” offer. Therefore, award may be made to other than the lowest price offered. The evaluation criteria are listed below in descending order of importance. Technical factors other than cost or price, when combined, are considered more important than cost or price. Offerors are encouraged to review BLM Manual Supplement H-8100-1 for all requirements of permitting, field work and reporting prior to submitting a proposal.

A technical Evaluation Panel (panel) consisting of no less than three members will conduct the initial evaluation. The panel will include the government project manager who is technically qualified to evaluate all proposals. Upon completion of the evaluation period, the panel will review each proposal and make their final award recommendation to the Contracting Officer. Provide your bid in two separate volumes: Volume 1- Pricing. Volume 2 - Non-pricing, which includes information that addresses the evaluation factors.

· Approach to performing the required tasks within the period of performance. The proposal shall include a narrative explaining how the project will be carried out in terms of fieldwork, research and analysis procedures.

· Capacity and expertise to perform the required tasks within the period of performance and to meet all milestones on schedule. Key personnel must be permitted in the appropriate BLM permit areas by the time of award (Principle Investigator, Project Director, Field Supervisors). This SOW includes survey areas in all five permit areas in the state of New Mexico (SE, SW, NE, NW, and Dinetah). Each crew must have a permitted Field Supervisor in the field.

· Past performance. The proposal shall include examples of successful, timely completion of similar projects. The examples may come from federal, state, or local government, or from private industry.

· Cost
