About this file

The file is an Evaluation Criteria document for a solicitation (RFQ) for a sophisticated X-ray diffractometer system for the U.S. Army Research Laboratory at Aberdeen Proving Ground, MD. The government is seeking a highly advanced X-ray diffraction system with comprehensive technical specifications, including multiple x-ray tube sources, advanced goniometer configurations, automated sample handling, specialized optics, and multiple detection capabilities. The system must support various analytical techniques such as powder diffraction, residual stress measurement, crystal structure determination, and high-resolution X-ray diffraction under different environmental conditions.

The solicitation (W911QX25Q0O75) requires a single X-ray diffractometer system with specific technical requirements across ten detailed categories, including x-ray tubes, sample stages, analysis capabilities, sample holders, optics, detectors, and reference samples. The procurement includes on-site installation, intensive training for three users, a full one-year warranty, and a first-year maintenance contract. Offers are due seven calendar days after posting, with delivery expected 4-5 months after contract award. The government will use comparative evaluation procedures, comparing offers to determine the most advantageous proposal based on price, technical capabilities, and past performance, with the option to select a higher-priced offer that exceeds minimum requirements.
