Evaluation Criteria (Comparative)
In accordance with FAR 13.106-2(b)(3), comparative evaluation procedures will be utilized. Comparative evaluation is the comparison of all offers received in response to this solicitation against each other. An item-by-item comparison of each offer to one another will be performed to determine which offer provides the most benefit to the Government. Award will be made to the offer that is most advantageous to the Government. The Government may award to the lowest priced offeror that meets the Government’s minimum requirements; however, the Government reserves the right to award to a higher priced offeror exceeding the minimum requirements if it is most advantageous to the Government. In order to be considered for award, an offer must meet the Government’s minimum technical requirement contained in this solicitation. The below evaluation factors will be utilized during evaluation (in no order of relative importance):
Price
Technical Capabilities/Specification
Past Performance The Technical element of the evaluation will first be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. Those offers that meet or exceed the stated performance characteristics and specifications will then be evaluated in terms of technical aspects above the minimum requirements and of those aspects not addressed in the solicitation performance characteristics and specifications that would be most beneficial to the Government. In particular, the Government is willing to trade-off on price for offerors that exceed the following performance characteristics/specifications and/or delivery time:
The team at EOVAF, WSMR is looking to purchase covered shelter platforms to replace the current scaffold-type platforms at the EOVAF laser range. The scope of this project is to gain elevation for laser testing purposes without the need to construct permanent structures at 6 different locations on the range. The EOVAF team is looking to purchase 6 (six) hunting blind-type, non-permanent (not requiring a concrete foundation), elevated shelters, with staircase access and weather-sealed enclosure. Current structures are not sturdy enough, do not provide shelter from the elements, and are very difficult to ascent with heavy equipment. Specific requirements are listed in the section below.
Platform Height: 10 feet elevation, above ground.
Size of container: 6x8 feet in interior area (or larger).
Container material: Hard sided (plastic, wood, metal, etc.).
Platform Access: Staircase (ladder access not acceptable).
Tie-down: Way of anchoring to the ground.
Protection from elements: Weather sealed.
Windows: Yes, must open.
Door: Yes, padlock lockable.
Delivery: By 10/31/24.
The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets or exceeds the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications.
Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include any records of sales from the previous 12 months. Offerors shall identify a point of contact for each sale by providing a name and telephone number.
Price will be evaluated based on the total proposed price, including options, (if any).
Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions.
