About this file

The document is an Evaluation Criteria for Award for Solicitation FA8203-25-R-0007, which details the criteria for awarding a contract for a Companion Flange with NSN 1680016780514. The evaluation will be conducted using the Lowest Price Technically Acceptable (LPTA) method, with two primary factors: Price and Technical Acceptability. For pricing, only the "Unit Price" for CLIN 0001AB – Production will be evaluated as the Total Evaluated Price (TEP), ensuring fairness for offerors with potential First Article requirements.

Technical Acceptability comprises three subfactors: (a) Approved Source, with only CEF Industries, LLC and Johnson Manufacturing, INC currently listed as approved sources; (b) Required Delivery Schedule, which must be "on or before" the solicitation's specified schedule; and (c) Subcontracting Plan, which will be evaluated for large businesses according to FAR and DFAR requirements. The solicitation allows alternate sources to qualify through attached Manufacturing Qualification Requirements (MQR), and notes that in the event of a MICAP post-award upgrade, the delivery schedule may be expedited via bilateral contract modification.

EVALUATION CRITERIA FOR AWARD

SOLICITATION: FA8203-25-R-0007

For purposes of award, offers will be evaluated based on the Lowest Price Technically Acceptable

(LPTA).

Factor 1 - Price The “Unit Price” for “CLIN 0001AB – Production” will be evaluated as the Total Evaluated Price (TEP).

Note, this DOES NOT include the extended price (i.e. unit price x quantity) – only the “Unit Price” for “CLIN 0001AB – Production”. This is necessary to ensure integrity, balance and fairness in the competition considering some offerors may be required to complete a First Article and other offerors may have a First Article waiver approved. This process will neither penalize or favor a proposal based on whether a First Article is required or waived because ALL offerors are required to complete the “CLIN 0001AB – Production” requirements. Therefore, the lowest “Unit Price” for “CLIN 0001AB – Production” is determined to represent the best value to the Government. An example of the TEP evaluation is provided below for reference.

CLIN DESCRIPTION PROPOSED “UNIT PRICE”

0001 Companion Flange $ N/A

0001AA First Article $ N/A 0001AB Production $ (unit price only)

0002 Data - First Article Test Report $ N/A

TOTAL EVALUATED PRICE $

Note: In the event the priority of the basic award and/or option(s) is upgraded to a MICAP post-award, the Government may require the delivery schedule to be expedited. The expedited delivery schedule and any resulting price increase will be negotiated and established via a bi-lateral contract modification.

Factor 2 – Technical Acceptability Technical Acceptability will consist of three subfactors – (a) Approved Source, (b) Required Delivery Schedule, (c) Subcontracting Plan.

(a) Subfactor 1 - Approved Source:

Technical Acceptability will be evaluated by the offeror being listed as an approved source. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. List of approved source(s) is provided below.

Approved Source(s) Cage Code

CEF Industries, LLC 00268 Johnson Manufacturing, INC 1SJ80

Alternate sources shall refer to the attached “Manufacturing Qualification Requirements (MQR)” for procedures that must be satisfied to become an approved source for this requirement. Award of the subject solicitation MAY NOT BE DELAYED due to alternate sources notifying the appropriate government contracting office of intent to qualify as an approved source for this requirement.

(b) Subfactor 2 - Required Delivery Schedule:

Technical Acceptability will be evaluated by the offeror submitting as part of their proposal a delivery schedule for the basic award (and options if applicable) that is “on or before the required delivery schedule” identified in the “Schedule” (i.e. CLINs) of the solicitation.

(c) Subfactor 3 –Subcontracting Plan:

Technical Acceptability, in the event the offeror is considered a large business, will be evaluated by the offeror submitting as part of their proposal a Subcontracting Plan that is deemed acceptable. The Government Contracting Officer (CO) will evaluate the plan for adequacy IAW FAR and DFAR requirements. The Subcontracting Plan will be incorporated into the resulting contract upon award.
