4. Authority Cited: Title III of the Federal Property and Administrative Services Act of 1949 (41U.S.C. 251, et. Seq) and Title 40 U.S.C 501, Services for Executive Agencies, as implemented by FAR 8.405-6 and substantiated by FAR 8.405-6(b)(1), Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.
5. Reason for Authority Cited:
a. Verint provides a capability to operate in an approved Federal Risk and Authorization Management Program (FedRAMP) container within the TRADOC Microsoft Azure cloud at impact level 5. Verint is widely used by US ARMY Centers of Excellence (COE). This is also the same software tool used by the Army to provide installation surveys. Other Survey tools investigated lack the depth or breadth of functionality and ensure controls throughout the survey lifecycle. Additionally, most of these survey tools are not designed to run in the GovCloud. While many survey tools operate in the commercial cloud space, they do not provide the security of the survey or results, nor ensure the government ownership of the survey or the result.
b. Verint fulfills the minimum essential standard and customizable needs of the Government. Verint, distributed exclusively to the Government by
, provides:
1) A secured Cloud-based solution through the FedRAMP environment;
2) Provides the entire survey lifecycle, including the tools to manage each stage of the survey, from creation to response analysis;
3) An intuitive interface which facilitates survey design and improved participant response;
4) The ability to capture and analyze customer feedback across all channels to include web, email, text survey comments, and mobile;
5) Automatically triggered alerts;
6) A built-in case management tool;
7) An ability to track, monitor, assign, prioritize, and resolve customer feedback-based issues;
8) Customizable deliverables including flexible deployment options to meet stringent budgetary and security requirements;

9) Response Manager provides the means for navigating the response records and contains tools for viewing, filtering, maintaining and exporting response records;
10) Methods for rapid design of questionnaires based on design standards managed by an organization (TRADOC QAO can design and deploy survey standards to be used by all COEs);
11) Provides numerous graphical reporting resources and the ability to generate finished reporting products;
12) Enables analysis of survey results through the use of an integrated Report Manager containing a set of stock reports and a powerful Report Designer; and
13) Definition of Data Stores for systems that generate exported data.
c. Adopting an alternative software solution that operates in the FedRAMP-approved environment, secure, protects generated data, that is highly customizable/scalable, and expandable across the TRADOC enterprise, will require a significant investment of money and resources that are presently unavailable.
TRADOC previously used Verint EFM survey software at multiple sites to meet their requirements. The continuation of Verint software streamlines the analyses, saves the government manpower hours and maintains continuity within the user community.
Consolidation of the requirement saves the command and the Army resources, through contract consolidation and enabling the capability in the TRADOC Cloud environment. Migration to a different survey software would not be able to fully leverage the significant investments already made in previous purchases or permit utilization of previous surveys conducted. Replacing existing products and licenses would be a substantial duplication of cost to the Government, would require extensive data migration to a new environment and would require the generation of new surveys at every COE/course.
d. Failing to procure annual Verint software maintenance supports, license purchase options for expansion, advice line support, and training for HQ TRADOC staff would result in the following:
1) The loss of ongoing technical consultation for Verint users/managers;
2) Survey outcome validity concerns absent necessary software patches and upgrades;
3) Reduced TRADOC G6 training survey effectiveness as expansion needs go unfulfilled; jeopardized mission requirements as actionable training concerns remain unidentified or unaddressed;
