About this file

This is a Call for Solution under a Commercial Solutions Opening for the Defense Commissary Agency (DeCA) OCONUS, posted October 2, 2026 under Notice ID HQCAAA2702.

DeCA seeks innovative, commercial maintenance service solutions from firms operating in the European Union to provide comprehensive preventative, unscheduled, and 24/7/365 emergency maintenance for distribution centers and related facilities in the Kaiserslautern Military Community (KMC) area of Germany. The scope includes HVAC systems, facilities, and selected equipment maintenance for three locations: Central Distribution Center Germersheim (CDG), Kaiserslautern Cold Storage (KCS), and Central Meat Processing Center (MPP), with the latter two on Ramstein Air Base. All solutions must demonstrate full compliance with EU and German host nation statutory requirements, safety standards, and Department of War statutory and warranty standards. DeCA seeks a long-term partnership for up to five years, requesting vendors propose a Period of Performance reflecting customary commercial lead times, development lifecycles, and repair benchmarks, with the Government reserving the right to structure the award as a base period with option periods. The solicitation prioritizes vendors with proven expertise in commercial warehouse, distribution, and meatpacking facility maintenance. Phase 1 solutions briefs must be submitted by October 29, 2026 at 1500 Central European Time (CET). Prospective contractors should direct all questions to Nicholas Ruppert, Contract Specialist (Nicholas.Ruppert@deca.mil) or Daniel Ellis, Contracting Officer (Daniel.Ellis@deca.mil).
